Description
REQUIREMENT: SCHOOL SAFETY MONITORS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The reference number is DODDS6244A100 and this solicitation is issued as request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The associated NAICS code is 561612. ITEM DESCRIPTION: The Department of Defense Education Activity has a requirement for School Safety Monitor Services to observe and perform lunchroom, classroom, crosswalk, and recess, student supervision duties in a school. In the Mediterranean District, the requirement is fulfilled by a contract using Host Nation assets. The contract performance period shall be from 1 October 2006 through 30 September 2007. Period of Performance: 1 October 2006 through 14 June 2007 with 2 option years. Performance Work Statement and Bid Schedule are posted as attachments to this synopsis/solicitation. FUNDS FOR THIS REQUIREMENT ARE NOT CURRENTLY AVAILABLE AND MAY NOT BECOME AVAILABLE. ALL COSTS INCURRED AS A RESULT OF PROVIDING A QUOTATION / PROPOSAL IS AT THE CONTRACTOR'S OWN EXPENSE. IF YOU CHOOSE TO PROVIDE A QUOTATION / PROPOSAL, PLEASE GUARANTEE PRICING FOR 60 DAYS. The following provisions and clauses apply to this acquisition and the full text of may be viewed at the following web site: http://farsite@hill.af.mil Offerors shall provide a firm fixed-price offer. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Offerors shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications?Commercial Items with their offer. Successful contractor must meet all the responsibility requirements of Subpart 9.1 of the Federal Acquisition Regulation (FAR). A written notice of award or acceptance of offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. All proposals shall be clearly marked with the offerors name and the above reference number. Addendum 52.212-1 ? Instructions to Offerors The offeror will need to submit the following items with their quote: 1) Complete bid schedule, and any/all amendments 2) Resume demonstrating qualifications and experiencing in accordance with the Statement of Work. Addendum 52.212-2 ? Evaluation Factors Quotes will be evaluated in accordance with FAR 13.106-1, Soliciting Competition and 15.101-2, Lowest Price Technically Acceptable Source Selection Process. A comparative evaluation between offers will be conducted. The lowest price technically acceptable offeror will be required to attend an interview with the Contract Administrator and Mr. John Allen or an approved representative on his part. All offerors must be available for contact between 25 September 2006 and 26 September 2006 and the hours of 0800 and 1700. Contractor must be able to read, speak, and write English. PRICE The proposed price will be evaluated to determine if it is reasonable and complete. It will also be evaluated to determine the offerors understanding of the contract requirements as expressed by the solicitation. Unreasonably low or high prices may be rejected. The Government reserves the right to award to other than the lowest priced offeror. QUALIFICATIONS Qualifications for the purpose of this solicitation shall be evaluated to determine the acceptability of each offer. Acceptability of qualifications will be based on but not limited to the submission of a resume that demonstrates the offer meets or exceeds the requirements as stated in the Statement of Work. Each offeror shall be evaluated based on but not limited to the information provided with their quote. The government reserves the right to obtain information from any source available. An interview may be required to determine the individual?s ability to speak fluent English. SECURITY QUALIFICATIONS All potential employees must have a background check. These background checks must be completed no later than 10 days after contract award. Individual must speak English fluently, clearly understand instructions in English, and have experience working around American children. OTHER Contractor shall have a valid driver license and privately owned transportation. Contractor shall provide a nametag, to be approved by the Contracting Officer, which is to be worn at all times while working on DoDDs grounds or Lajes Field AB. The Contractor who creates/manages data for use by the US Air Force will manage all data created or legally controlled by the Government, required by AF functional publication(s) or in support of the functional activity, according to the AF Records Management procedures in AFI 33-322, AFMAN 37-123, AFI 37-138, Records Disposition - Procedures and Responsibilities, Air Force Records Disposition Schedule, and Supplements to these documents. Any Privacy Act information will be protected and maintained according to DODD 5400.11, Department of Defense Privacy Program and AFI 33-332, Privacy Act Program.
