- The United States Postal Service is seeking Qualification Statements from building/mechanical/electrical entities desiring Prequalification for award of a Firm Fixed Price Competitive contract for the repair and replacement of HVAC at the Southern Maryland Processing and Distribution Center in Capital Heights, MD. Construction estimates for this project are in the range of $8,000,000 to $12,000,000. The scope of work for this project includes comprehensive upgrades to the existing HVAC system in a phased construction schedule within an active processing facility. The work includes new boilers, air handlers, VAV boxes, roof top package DX units, distribution, and bacnet compliant DDC controls. Electrical, structural and architectural work incidental to the HVAC work is also included. This project has no material handling (mechanization) work. The work will be performed within an active mail processing facility and may include but not be limited to work in the following areas; administrative offices, workroom and mechanical/electrical rooms. Exact areas will be denoted on plans and specifications to be issued with the Postal Service?s request for proposal. The total period for construction of the project will be 420 days from Notice to Proceed. Only the most highly qualified contractors will be prequalified. To be considered for prequalification the company must; be financially capable; have been business a minimum of five (5) years as a entity; provide examples of minimum Experience/Performance requirements of one (1) or more comparable projects completed and two (2) or more comparable projects underway within the past five (5) years. For this project 'Comparable Projects' are defined as phased HVAC within an industrial or manufacturing building used for processing and distribution built in the continental United States. The Qualification Statements will be evaluated in accordance with the following criteria: Part II ? Contractors Background, Part III - Experience/Performance, includes both Comparable and Non-comparable experience/performance and Part IV - Capabilities, includes; Organization, Safety, Backlog, Financial Capability, Bonding and Banking. The Postal Service intends to issue a Request for Proposal (RFP) only to companies that become ?Prequalified?. The Postal Service will select the offeror whose proposal contains the combination of technical and cost related factors that provides the overall ?Best Value? to the Postal Service. Primary consideration may be given to superior technical or management features rather than lowest overall costs. Prequalification packages are due by 3:00 PM PST, December 4, 2006 and should be mailed, using one of the services offered by the Postal Service, to Bill Powell, Supply Management Facilities Portfolio, 4301 Wilson Blvd., Ste. 300, Arlington, VA 22203-1840. Qualification Statements will not be returned.
