Description
First article is due 45 days After receipt of order (ARO). Delivery is 60 days after first article approval (AFAA). Delivery is to Burlington, NJ and French Camp, CA. This will be a standing quote for the period of 6-months. **NFES 0078** FOREST SERVICE ITEM (MTDC) ** Dated 6/29/06 NSN 8415-01-028-5575 NFES 0078 CHAPS, PROTECTIVE, SIZE 36: Shall be in accordance with Forest Service Specification 6170-4F, dated January 20, 2000, and Drawings MTDC 823 Revision B, dated January 2000, and MTDC 824 Revision B, dated January 2000, with the following characteristics: Size 36 inch length First article sample(s) are required. A copy of the pamphlet "Inspecting and Repairing Your Chain Saw Chaps" shall be placed inside each unit package plastic bag prior to sealing in accordance with 3.2.10, 5.2, 6.6 and 6.9 of the specification. EXCEPTION TO 6170-4F. Page 2, paragraph 2.2, add the following: ?NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) 1977 - Protective Clothing and Equipment for Wildland Fire Fighting, 2005 Edition (Address requests for copies to National Fire Protection Association, 1 Batterymarch Park, P.O. Box 9101, Quincy, MA 02269-9101.)? Page 3, paragraph 3.1, delete and substitute the following: ?3.1 First article. Unless otherwise specified (see 6.2), the item shall be subjected to first article inspection (see 6.3) in accordance with 4.3. During the term of the contract the contractor shall be required to notify the contracting officer in writing when a component, or the component supplier, changes in any way; when a major manufacturing process changes in any way; and when a manufacturing location changes. The contracting officer may at any time require the contractor to submit a new first article sample when substantive changes occur during the term of the contract.? Ad the following new paragraph: ?3.1.1 NFPA 1977. The chaps shall be third party certified as being in compliance with National Fire Protection Association (NFPA) Standard 1977, Protective Clothing and Equipment for Wildland Fire Fighting. Proof of this certification shall be presented at the time of First Article submission.? Paragraph 3.2, add the following to the end of the paragraph: ?In addition, the materials and components shall comply with NFPA 1977.? Page 4, Table II. Physical requirements for needled aramid felt cloth. For minimum thickness requirement DELETE ?0.009? REPLACE with ?0.057?. For maximum thickness requirement, DELETE ?0.011?and REPLACE with ?0.073?. Paragraphs 3.2.7 and 3.2.7.1, delete and replace with the following: 3.2.7 Plastic buckles. The plastic buckles shall be black nylon 6/6 plastic. Where more than one source is listed, the mating components making up a single item shall be manufactured by the same company to ensure compatibility of the components (see 6.5). 3.2.7.1 Buckles, 1 and 2 inch. The 1 inch buckle shall be ITW Nexus Side Release Buckle, part no. 810-1003-2099/810-1004-2099(body/latch), National Molding Corp. Mojave Side Squeeze Buckle, part nos. 5129/5130 (male/female); or American Cord & Webbing part no. BSR-A, nylon, 1 inch. The 2 inch buckle shall be ITW Nexus Side Release Buckle, part no. 815-0017-2099/815-0007-2099(body/latch), National Molding Corp. Lock Monster Buckle, Dual adjust, part nos. 5436/5435 (male/female). Paragraph 3.2.9.1, Identification and cleaning label, delete and substitute the following: 3.2.9.1 Label. Each pair of chain saw chaps shall have a label which shall include identification and care information. The label may be woven or non-woven, and shall meet the requirements of NFPA 1977-2005. The label shall include the following warning and information printed in letters at least 3/32nd inch in height: "THIS WILDLAND FIRE FIGHTING CHAIN SAW LEG PROTECTORS MEETS THE GARMENT REQUIREMENTS OF NFPA 1977, STANDARD ON PROTECTIVE CLOTHING AND EQUIPMENT FOR WILDLAND FIRE FIGHTING, 2005 EDITION. DO NOT REMOVE THIS LABEL (2/) The following label text shall be printed in letters at least 1/16th inch in height. Page 8, paragraph 3.8, Workmanship, Add the following to the end of the paragraph: ?The finished chain saw chaps shall conform to NFPA 1977 requirements for protective clothing and equipment.? Add the following new paragraph: ?4.1.1.1 Responsibility for certification. An approved Certification Organization shall certify that the shirts meet the requirements of NFPA 1977. The contractor shall provide all required materials, garments, and information to the Certification Organization to permit such certification.? Page 10, add the following new paragraph: ?4.3.2.1 NFPA 1977. As a part of first article submission, the contractor shall provide copies of the third party certification to NFPA 1977, 2005 Revision.? Page 18, Paragraph 5.2, Packaging. Delete the last sentence and replace with the following: "A camera-ready copy of the pamphlet "Inspecting and Repairing Your Chain Saw Chaps" shall be obtained from the preparing activity (6.9)." In order to provide clarification to the sampling and inspection procedures as outlined within the referenced Forest Service specification and the industry standard cited therein (ANSI/ASQ Z1.4-2003), the following exceptions shall be incorporated. All references to "defect" (or "defects") shall be deleted and the term "nonconformity" (or "nonconformities") shall be substituted in its place. Similarly, all references to "percent defective" shall be changed to "percent nonconforming" and the phrase "defects per hundred units" shall be changed to "nonconformities per hundred units." The term "rejection" shall be changed to "nonacceptance" when it refers to a result of following the specified procedure. INFORMATION FOR PROSPECTIVE BIDDERS: As an exception to specific statements contained within the referenced Forest Service specification, the following items shall be furnished only to successful bidders upon contract award: color shade samples, full-size drawings and full-size patterns. For bidding purposes, 11" X 17" drawings will be furnished upon request. They will contain sufficient information regarding size, shape, and quantity of material for bidding purposes. Note it is the bidder's responsibility to determine yield and waste from the provided 11" X 17" drawings and no further direction or clarification will be provided by the government. PACKAGING: Each pair of chaps shall be folded and packaged in accordance with 5.1, 5.1.1, and 5.2 of the specification. Prior to sealing the plastic bag a copy of MTDC supplied pamphlet "Inspecting and Repairing Your Chain Saw Chaps" shall be inserted with each pair of chaps. PACKING: Ten (10) pairs, each packaged as specified, shall packed in accordance with 5.3 of the specification. MARKING: The unit packaging and shipping containers shall be marked in accordance with 5.4 (and 5.4.1 when applicable). Palletization: The shipping (transport) containers shall be palletized. The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, and double-face non-reversible pallets. The palletized load shall not exceed 2500 pounds in weight for shipments to the Eastern Distribution Center (Burlington). The palletized load shall not exceed 2000 pounds in weight for shipments to the Western Distribution Center (French Camp and Stockton Locations). The palletized load shall not overhang the pallet deck board edge by more than 1 inch and shall not exceed 53 inches in overall height (including pallet). Less than half pallet loads or loads shipped by small package carrier in acceptable transport packing need not be palletized. When less than full but more than a half pallet is used, the palletized load shall utilize proper bracing and/or reinforcement to ensure that the load can withstand two additional loads placed on it. Stacking: A load-stacking test shall be performed once, at the beginning of the contract, for each different unitized or palletized load configuration. A fully palletized load shall be tested utilizing a total stack of three palletized loads, with all the proper bracing and/or reinforcement necessary to perform the test. There shall be no evidence of damage to the pallets, shipping containers or products when stack is tested on the rigid surface for a minimum of 24 hours, in compliance with all the National and Local Safety Regulations. The pre-tested palletized load configuration shall be duplicated using the same packaging materials, pattern, number of shipping (transport) containers, and procedures consistent throughout the duration of the contract. Palletized loads shall be stable and safe when handled with mechanical equipment by qualified personnel. Materials: All lumber used inside or outside a shipment shall be bark free. No used wood pallets with repaired components or stringers will be acceptable. All wood pallet stringers shall be manufactured from hardwoods. Pallets manufactured of materials other than wood, shall conform to all the requirements specified herein. Unitization: For the purpose of this requirement, the assembled group of containers or items in a single load that can be handled as a unit throughout the distribution system. Unitization encompasses, but is not limited to, consolidation in a container, placement on a pallet or load base having forklift capability, or securely binding together. Shipments should be considered for unitization where appropriate or specified. Unitization of pallet load: The palletized load shall be unitized and secured to the pallet to insure that the load arrives intact without product damage. The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Vertical, horizontal or filler reinforcement shall be added as necessary to meet the stacking strength requirements. A palletized load shall be secured to the pallet by shrink or stretch wrapping, and/or, by steel or nonmetallic strapping. When steel or nonmetallic strapping is used, edge protectors shall be provided to prevent damage to the cartons when tensioning the strapping. As a minimum, two straps shall run lengthwise, two straps shall run widthwise, and two straps shall run around the girth of the palletized load. A palletized load shall be capable of protecting the products against damage in a multiple handling, transportation, and storage environment having distribution warehouses with rack systems that support the load/s overhead of warehouse personnel. Notice of special requirements for shipment to all countries that have endorsed the IPPC Guidelines for treatment of non-manufactured wood packaging: The International Plant Protection Convention (IPPC) has approved and published on March 15, 2002, ?Guidelines for Regulating Wood Packaging Material in International Trade?. Countries endorsing the IPPC Guidelines are found at http://www.aphis.usda.gov/ppq/swp/. Clause D-FSS-468 requires non-manufactured wood pallets and other non-manufactured wood packaging material used in shipments destined to IPPC compliant countries require the appropriate wood treatment. Additionally, shipments delivered to DOD distribution facilities or freight consolidation points for eventual delivery to or through EU/IPPC countries shall comply with applicable DLA Regulations and Procurement Letter PROCLTR 02-17.
