- NAICS Code: 813312 The U.S. Environmental Protection Agency (U.S. EPA) Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CCPD) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Midwest Energy Efficiency Alliance (MEEA) of Chicago, IL under the authority of FAR Part 6.302-1. The purpose of this acquisition is to acquire a final report entitled "MEEA's 2003-2004 Findings Report of Midwest Target Market Activities: Progress and Potential". The NAICS Code for this procurement is 813312. MEEA is the only known source of this procurement as the report is a result of their conducting a targeted community outreach in the Chicagoland and Minneapolis markets to educate consumers about the financial and environmental benefits of buying energy efficient products. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 15 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
