Description
The Marine Corps Systems Command (MCSC), Quantico, Virginia seeks sources and information for a new Load Bank/Dummy Load. A potential USMC need is emerging for a replacement for the Dummy Load, Generator Set, 100kW, NSN 6150-01-306-2943. The system will be used to simulate electrical loads for maintenance and operational evaluation of military mobile electrical power sources. The Load Bank/Dummy Load should have the following characteristics: 120/208 and 208/416 Volt AC input capability at 50 Hz, 60 Hz and 400 Hz; variable resistive load from 0 to 100kW; 4 load studs: L1, L2, L3, N, with a separate ground connection; weigh less than 900 lbs; air cooled; skid mounted, forklift capable; capable of being mounted on a military trailer; fully instrumented to include: voltmeter, ammeter, frequency meter, load control; moisture resistant: NEMA 3R required; NEMA 4X desired; and ruggedized for military transport and use. Commercial firms possessing systems with the characteristics noted in the above system description are encouraged and invited to submit the following: Product brochures and pricing materials outlining specifications, to include a statement of capabilities; Current GSA contract information regarding unit pricing and discounts. General Services Administration (GSA) Federal Supply Schedule (FSS) may be an appropriate method for these supplies and services (Federal Acquisition Regulation (FAR) Part 8.0 and 8.4); Operations / maintenance / parts manual for the unit (if requested by the vendor, the manuals will be returned after Government review); Independent or in-house test data; Accessories needed for equipment operation, and whether or not the accessories are included with the unit or sold separately. Responses will be reviewed to identify firms potentially capable of fulfilling the Governments requirements. This sources-sought/ Request for Information (RFI) is for planning purposes only and shall not be construed as a Request For Proposal or as an obligation on the part of the Government to acquire follow-on acquisition. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information requested. No entitlement to payment of direct or indirect cost or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Responses to this RFI shall be mailed to Commander, Marine Corps Systems Command, Attn: Ms. Shekela Hutchinson, 2200 Lester St, Quantico, VA 22134-6050 no later than December 15, 2006.
