- The Naval Air Warfare Center Aircraft Division (NAWCAD) Contracts Division, Code 2.5.1.2, Webster Field St Inigoes, Maryland intends to issue a firm fixed price purchase order with ECS Composites, 3560 Rogue River Highway, Grants Pass, OR 97527-4640. The acquisition is being pursued on a limited source basis under the authority of FAR 6.302-1, only one responsible source and no other service or supply will satisfy the agency requirements. This acquisition is aimed at obtaining Transit Cases for the Non-Organic Radar Access (NORA) system. ECS designs and manufactures Transit Cases and accessories that are specifically engineered to protect high-value, fragile, electronic equipment. ECS previously designed, produced and delivered transit cases for the Battle Control System ? Mobile (BCS-M) presently used by the U.S. Navy and Air Force. The NORA and BCS-M systems have identical performance specifications as set down by the U.S. Navy. Though numerous sources exist for transit cases with similar characteristics, the requirements for the transit cases have changed into a specialized product due to the nature of the mission and the environment the cases must operate in. This specialized product requirement can only be met by transit cases manufactured by ECS. The items required for this acquisition are as follows: ITEM P/N DESCRIPTION QTY 0001 00111048 TSC (7910) Rack Mounted Case (10) THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, responsible interested parties may submit information in which they identify their interest and capability. The Naval Air Warfare Center Aircraft Division, Contracts shall consider all responses. Responses without a return address, mailing address, and company telephone number will not be recognized. Proprietary data in the responses will be protected where so designated. NOTE: Contractors must be registered in the Central Contract Registration (CCR), www.ccr.gov database to be eligible for contract award or payment from any DOD activity. A determination not to compete this proposed contract, based on responses to this notice is solely within the discretion of the Government. The Government reserves the right to process the procurement as a sole source basis based upon the responses received. The Government will not pay for any information received.
