Description
The U. S. Navy intends to procure, on a sole source basis from The Boeing Company, 8120 Mid America Blvd, Ste 300, Oklahoma City, OK, 73135-6613 E-6 Service Life Assessment Program (SLAP) Phases IIa, III and IV. The Naval Air Systems Command intends to award an order under Basic Ordering Agreement N00019-05-G-0026 with The Boeing Company on an other than full and open competitive basis in order to procure Engineering Change Proposal (ECP) and the associated NRE for modifications to fleet E6-B aircraft. The Boeing Company is the sole designer and developer of the E-6B proprietary data, expertise, equipment and personnel to design, develop and incorporate modifications to the E6-B aircraft. Phase IIa will use the information generated in the previous phase to conduct a detailed analysis on the the remaining 18 locations identified by the SLAP IPT as the most critical fatigue life limiting structures of the E-6B. Phase III will utilize data from Phase I and II to develop life enhancements concepts and materials crack growth testing. All the data from Phases I, II and III will be utilized to develop and deliver an Engineering Change Proposal. Under SLAP Phase IV, the contractor will deliver a fully automated Individual Aircraft Tracking System (IATS) program which will provide information on individual aircraft usage. This system will require use of information generated from phases I and II as well as other Boeing proprietary data and drawings related to the Boeing 707. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. See Numbered Note 22.
