Description
The United States Army Corps of Engineers, in coordination with the Army Facilities Components System (AFCS) Branch and in accordance with FAR Part 6.302-1, intends to make a sole source modification to increase the capacity of contract W912DY-04-D-0 031 with CASA Designs LLC., 461 Capshaw Road, Suite D, Madison, AL 35757 by $1,000,000.00. This is not a formal solicitation or request for quote. This synopsis of intent is to give notice of the Governments intent to make a sole source modification to increase capacity of a current award. Contractors who can provide the U. S Army Engineering and Support Center with the supplies, in accordance with the synopsis listed below, are invited to submit electronically an affirmative written response indicating a bona fide ability to meet this specific requirement. The statement of work for this requirement has been attached. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the Central Contractor Registration (CCR), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications , and any applicable pricing data or information. All responses should include a point of contact, telephone number, and electronic address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUB Zone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determin e the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency. Robinson Email: Dawn.S.Roinson@usace.army.mil Fax: (256) 895-1197 SCOPE OF WORK ARMY FACILITIES COMPONENTS SYSTEM (AFCS) 1. DESCRIPTION OF PROJECT:The Contractor shall, commencing upon the dates of assigned tasks under this contract, provide all professional/technical services as outlined below and more specifically described in individual task orders. The service shall con sist of, but not limited to, the following: 1.1 Provide designs for AFCS facilities and installations to include design drawings, design analyses, bills of materials, theater of operation guide specifications (TOGS), and labor and equipment estimates. 1.2. Study Theater of Operations (TO) Army Construction and facility requirements, and prepare criteria and plans for updating AFCS designs and TOGS to satisfy those requirements. 1.3 Review AFCS facility and installation drawings, materials lists, labor and equipment estimates, and TOGS with respect to improving construct ability, reducing logistics requirements and reducing man-hours, skills and equipment requirements, and prepar e recommendations. 1.4 Prepare analyses and recommendations for standardizing the materials used in AFCS designs. 1.5 Conduct studies and prepare recommendations for improving the AFCS data files and data file automation. 1.6 Prepare AFCS drawings using Computer-Aided Design techniques and provide digitized drawing in AFCS input format. 1.7 Conduct studies, prepare analyses, and perform engineering and design regarding AFCS projects. 1.8 Participate in meetings and reviews as required to support the above effort. 2.0 PROSECUTION AND COMPLETION OF THE WORK : The Contractor shall prosecute the work under the direction of a responsible representative approved by the Contracting Officer. The company offic er or representative shall be designated as Contractors Project Manager for this contract and shall oversee task accomplishment, administer all instructions, and answer all questions pertaining to the tasks during the life of the contract. The Contractor s Project Manager shall be responsible for the complete coordination of all work under this contract. All work shall be accomplished with adequate internal controls and review procedures, which will eliminate conflicts, errors and omissions, ensure the t echnical accuracy of all output, and implement the requirements of the Contract Clause, Responsibility of the Architect-Engineer Contractor. The Contractor shall complete all work and services under TITLE I of this contract in accordance with schedules to be established by individual delivery orders. Submittal dates are the dates information is due in the Huntsville Engineering and Support Cen ter Office. The period of time in which task orders may be issued under this contract extends from 30 September 2004 through 29 September 2005, with options for two one-year periods in which orders may be issued from 30 September 2005 through 29 September 2007. 3.0 DISTRIBUTION DATA: The Contractor shall distribute data in the forms and quantities established in each individual task orders.
