Description

SYNOPSIS Afghanistan National Civil Order Police (ANCOP) Naw Bahar Zabul Province, Afghanistan ________________________________________ The Army Corps of Engineers Afghanistan Engineer District (AED) intends to award a design-construct contract to build an Afghanistan National Civil Order Police (ANCOP) installation in Naw Bahar, Zabul Province, Afghanistan. This installation will be used for a Strategic and Tactical Force that supports the Uniform Police higher command to provide additional police forces when and where required in the area. The installation will include barracks, administration building, dining facility, latrines, support infrastructure, etc all to be exactly defined in the RFP. The work shall include the preparation of design documents and the subsequent construction of th e facilities. The facility shall include structures as shown on the design drawings and further detailed in the specifications, and contain all necessary utilities for operations. This ANCOP shall be designed and constructed in accordance with current buil ding codes, safety, and security standards, in addition to applicable local standards. The contractor will prepare a site grading and drainage plan and obtain approval prior to construction. Site and UXO clearance by the contractor will be required prior to construction activity. All utilities shall be complete and operational prior to occupancy. Government oversight will be coordinated with the closest AED Resident office and may include a Title II Government contractor. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 236210. The contractor shall furnish his own labor, materials and equipment to accomplish the requirements. The estimated value of the contract is between $10,000,000.00 and $13,000,000.00. The total schedule for completing the entire work is 365 calendar days after receipt of notice to proceed. The proposed contract will be awarded using best value. The Solicitation Number W917PM-07-R-0010 will be available on or about 18 November 2006. Interested parties are advised to submit their prop osal 30 days after issuance of the RFP. The media selected for the issuance of solicitation and amendments shall solely be at the discretion of the Government. Accordingly, the media utilized for this project is the Internet, and CDs. Utilization of the inte rnet is the preferred method. No paper copies will be made available. Bids wil l not be accepted electronically. Requirements: DFARS 252.204-7004 Required Central Contract (CCR) registration applies to this procurement. Prospective U.S. contractors must be registered in the Department of Defense CCR database prior to award. It is recommended that all other contractrors register in CCR also.
