Description

SYNOPSIS Afghanistan National Civil Order Police (ANCOP) Kandahar Province, Afghanistan ________________________________________ The Army Corps of Engineers Afghanistan Engineer District (AED) intends to award a design-construct contract to build an Afghanistan National Civil Order Police (ANCOP) installation in Kandahar, Kandahar Province, Afghanistan. This installation will be use d for a Strategic and Tactical Force that supports the Uniform Police higher command as provide additional police forces when and where required in the area. The installation will include barracks, administration building, dining facility, latrines, support infrastructure, etc all to be defined in the RFP. The work shall include the preparation of design documents and the subsequent construction of the facili ties. The facility shall include structures as shown on the design drawings and further detailed in the specifications, and contain all necessary utilities for operations. These facilities shall be designed and constructed in accordance with current buildi ng codes, safety, and security standards, in addition to applicable local standards. The contractor will prepare a site grading and drainage plan and obtain approval prior to construction. Site and UXO clearance by the contractor will be required prior to construction activity. All utilities shall be complete and operational prior to occupancy. Government oversight will be coordinated with the closest AED Resident office and may include a Title II Government contractor. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 236220. The anticipated construction contract cost is between $5,000.000.00 to $10,000,000.00. Solicitation Number W917PM-07-R-0011 will be available on or about 18 November 2006. The proposed contract will be awarded using best value eval uation methods. The RFP will be issued within 30 Days. Bids will not be accepted electronically. Requirements: DFARS 252.204-7004 Required Central Contract (CCR) registration applies to this procurement. Prospective U.S. contractors must be registered in the Department of Defense CCR databa se prior to award. It is recommended that all other contractors register in the Department of Defense CCR database prior to award. Lack of registration in the CCR database will make a U.S. offeror ineligible for award.
