________________________________________ SYNOPSIS Border Police Battalion Head Quarters And Afghanistan National Civil Order Police (ANCOP) Nimroz Province, Afghanistan The U.S. Army Corps of Engineers, Afghanistan District intends to issue a Request for Proposal (RFP) to award a Firm Fixed Price contract to design and construct two separate Police facilities. The facilities are a Border Police Battalion Headquarters in Delaram, Nimroz, Province, and an Afghanistan National Civil Order Police (ANCOP) installation also in Nimroz Province. Each installation will include barracks, administration building, dining facilities, latrines, support infrastructure, etc all to be defined in the forthcoming RFP. The work shall include the preparation of design documents and the subsequent constructio n of the facilities. The facility shall include structures as shown on the design drawings and further detailed in the specifications, and contain all necessary utilities for operations. These facilities shall be designed and constructed in accordance with current building codes, safety, and security standards, in addition to applicable local standards. The contractor will prepare a site grading and drainage plan and obtain approval prior to construction. Site and UXO clearance by the contractor will be re quired prior to construction activity. All utilities shall be complete and operational prior to occupancy. Government oversight will be coordinated with the closest AED Resident office and may include a Title II Government contractor. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 236210. The contractor shall furnish his own labor, materials and equipment to accomplish the requirements. The estimated value of the contract is between $10,000,000.00 to $13,000,000,00. The total schedule for completing the entire work is 365 calendar days after receipt of notice to proceed. The proposed contract will be awarded using best value. Solicitation Number W917PM-07-R-0009 will be available on or about 18 November 2007. Interested parties are advised to submit their propos al 30 days after issuance of the RFP. The AED Contracting Officer for this solicitation is Ms. Gloria Martinez. The media selected for the issuance of solicitation and amendments shall solely be at the discretion of the Government. Accordingly, the media utilized for this project is the Internet, and CDs. Utilization of the i nternet is the preferred method. No paper copies will be made available. Bids will not be accepted electronically. Requirements: DFARS 252.204-7004 Required Central Contract (CCR) registration applies to this procurement.
