- Description
- The Indiana National Guard intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for the design and construction (design-build) of Project # ATQZ019010, Title: Replace Security Forces Operations and Training Facil ity at the 122nd Fighter Wing, Baer Field, Indiana Air National Guard, Fort Wayne International Airport, Indiana. The project is to provide design and construction of an 18,149 square foot Security Forces Operations Facility. The new facility will support the operations and training requirements for its 15 PAA F016 aircraft. Security Operations functions, including command, supervision, training and administrative areas, arms vault, Combat Arms Training and Maintenance (CATM), Combat Arms Training Simulato r (CATS), general storage, mobility bag storage and storage of mobility vehicles. This facility supports mobility deployment for wartime or contingency operations. Design and construction shall comply with the specifications and requirements contained in the RFP. The anticipated contract performance period for design and construction is 485 calendar days after receipt of Notice to Proceed (NTP). The estimated price range is between $1,000,000 and $5,000,000. This procurement is being solicited using the tw o-phase design build selection procedures authorized by FAR 36.3. The Phase One solicitation issue date is on/about 17 November 2006. Phase One proposal closing date is on/about 19 December 2006. Phase One evaluation factors include, but are not limited to the offeror and offerors team past performance, basic technical approach and capability information. Price is not required with Phase One proposals. Following the review, evaluation, and rating of these proposals, the Government intends to select a minim um of two, but not more than five, of the highest rated contractors to advance to Phase Two. The Phase Two evaluation factors include but are not limited to, Price, Technical Data Requirements, Management Plans and a comprehensive Design and Construction S chedule (Price and Technical Data will be evaluated separately IAW FAR Part 15). Award will be restricted and is set aside 100% for SBA certified 8(a) firms, in the Indiana district. In the event of a Joint Venture agreements must be received by SBA prior to proposal due date and approved before award of any resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned SBA Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BDS has adequate time for a thorough review before the proposal due date. The North Amer ican Industry Classification System (NAICS) Code is 236220 and the Size Standard for Small Businesses is $31 million annual receipts for the past 3 years.
