- THIS PRESOLICITATION NOTICE REPLACES Reference-Number-F3M3C16289A300a POSTED 18 OCT 2006. This competitive acquisition is 100% set-aside for 8(a) concerns. The contractor shall perform base custodial services to present a clean, neat and professional appearance at Pope Air Force Base, North Carolina in accordance with Building Owners Managers Association (BOMA) commercial standards, all local, state and federal laws and the requirements of this contract Statement of Work. The contractor will be required to provide cleaning services to approximately 106 buildings. Tasks include but are not limited to the following: maintain floors, clean interior glass and mirrors, clean drinking fountains, clean stairways, vacuum and clean carpets, general spot cleaning and low and high dusting, disinfecting, provide and stock rest room supplies and remove restroom trash. The contractor shall provide different levels of cleaning (clinical, executive, tenant suites and restroom only service) to designated areas in accordance with BOMA specifications. This requirement will result in a Firm-Fixed price contract, with a base year 1 January 2007 through 30 September 2007 and four option years. The North American Industry Classification System (NAICS) is 561720 with a small business and the size standard of $15 Million applies. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the best value to the Government. It is anticipated the solicitation will be issued electronically on or about 30 Oct 2006 on Federal Business Opportunities web page at http://www.fedbizopps.gov/. Paper copies will not be available. Once the solicitation is posted, it is incumbent on the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors must have a Commercial and Government Entity (CAGE) Code and be registered with Central Contractor Registration (CCR) at http://www.ccr.gov. The contractor shall be registered in the Online Representations and Certifications Application ? ORCA ? at http://orca.bpn.gov/. In order to be eligible for award 8(a) status must be current in the Dynamic Small Business Search available through the CCR webpage. All firms submitting a proposal must include an (8(a) certification letter. Registration with the CCR may be accomplished using their webpage or calling (888)227-2423.
