Description
Notice of Contract Action on a sole source basis under the authority of 10 USC 2304 (c)(1) as approved by SMC/ISKP Justification Review Document (JRD) #06-03 dated 5 Apr 06 with Northrop Grumman Space Technology (NGST), One Space Park, Redondo Beach, CA 90278. The Space Tracking and Surveillance System (STSS) program office, part of the Missile Defense Agency's (MDA) development of a Ballistic Missile Defense System (BMDS), intends to issue a follow-on contract to the STSS Research and Development contract F04701-02-C-0009 for two Block 2012 satellites. The Block 2012 constellation is a continuation of previous STSS efforts that had begun over 12 years ago. The first two Block 2012 satellites are required to replace the two STSS Block 2006 satellites in the BMDS testbed. If options for additional satellites are exercised, these additional satellites will initiate the STSS operational capability and is consistent with the STSS Acquisition Strategy. The constellation will be incrementally developed and fielded over several years. Although the final operational constellation configuration is yet to be determined, 5 satellites are the minimum requirement necessary to transition the STSS program from a BMDS test bed asset to an operational functionality providing near real-time global capability to track ballistic missiles targeted against the United States or our allies. The Government anticipates issuing a Request for Proposal (RFP) to the current contractor Northrop Grumman Space Technology for the Block 2012 effort in the 4th quarter of FY07. It is anticipated that the period of performance for Block 2012 will begin in FY08 with award of two satellites. The basic contract type is anticipated to be Cost plus Award Fee (CPAF). The negotiated contract shall provide, but is not limited to a CLIN structure that includes: a ground segment, space segment, systems engineering/program management, STSS Operational Control Station (SOCS), operations and maintenance/sustainment, spares, training, logistics support, special studies and award fee. The contract will include unpriced options for up to three additional satellites including associated space/ground segment upgrades and a Mission Assurance Implementation Plan (MAIP), a list of military standards/specifications or equivalent engineering standards. Contract award is projected for the 1st quarter FY08. Northrop Grumman Space Technology has been a prime contractor on STSS and its predecessor programs since 1991. It is anticipated that Northrop Grumman Space Technology will conduct a payload competition.
