Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The Department of Veterans Affairs, Veterans Benefits Administration is performing market research to determine if there is a sufficient number of qualified Design/Build contractors to set aside a design and build new one story Class A office building project with a priority on a competitive (1) Service Disabled Veteran Owned Small Business; (2) Veteran Owned Small Business; or (3) competitive 8(a) Set Aside. The Government will use responses to this notice to make the appropriate acquisition decision. The proposed solicitation will be issued in accordance with FAR Part 15, Negotiated Acquisition - Request for Proposal, utilizing evaluation factors and permits discussions. The estimated construction range is between $5,000,000 and $10,000,000. NAICS Code 236220 is proposed for this acquisition. The project is located on the grounds of the VA Medical Center, 500 Fort Street, Boise, Idaho 83702 and adjacent to the Boise Federal Building. The parcel is bounded west Fort Street and North 5th Street. Preliminary statement of work is to provide all labor, supervision, tools, design services and materials for a design and construction of an approximately 25,000 gross square feet (GSF) Class A Office building. The project work includes site work providing a minimum of 80 surface parking spaces adjacent to the new building, have a floor live load capacity of not less than 100 pounds per square foot unreduced throughout, comply with Interagency Security Committee Design Criteria for New Federal Office Buildings and Major Modernization projects as well as other security guidelines, comply with requirements of Americans with Disabilities Act (ADA) and Uniform Federal Accessibility Standards (UFAS), the design and construction shall comply with all Federal, State, local and Department of Veterans Affairs Building and Life Safety codes, standards and guidelines, the design and construction may be required to be either Leadership in Energy and Environmental Design (LEED) or Energy Star certified and may include design for geothermal heating systems. The anticipated design and construction completion days are four hundred twenty five (425) calendar days from date of issuance of the Notice to Proceed. Request for Proposal packages are anticipated for issuance via FedBizOpps in December 2006. Interested and qualified sources that fall into the above mentioned categories are invited to submit their Capability Statements, no later than the date stated in this announcement, consisting of (1) Design Firm: including State licensing registration (Architectural, Mechanical, Electrical, HVAC, Civil), Principals and Project Manager; (2) Past Performance: project in similar size and magnitude within the last five years, level of involvement and references; (3) General Contractor: Principals, Project Manager, Superintendent and same for proposed subcontractors; and (4) Past Performance: projects in similar size and magnitude within the last five years, level of involvement and references, and past experience with working as a Design/Build team with the proposed Design firm. All prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract.
