Description
The FAA is seeking firms to perform the following projects at the Cleveland Air Route Traffic Control Center, Oberlin, Ohio: Scope of Work for South Parking Lot This specification covers the requirements of the Federal Aviation Administration (FAA) for the reconstruction of the existing south parking lot area at the Cleveland ARTCC Oberlin, Ohio. The project contains, but is not limited to, the following work items: 1. Remove existing asphalt paving, subbase and subgrade as required to install 6 inches of compacted crushed stone subbase and a 3 inch thick asphalt pavement as specified in this document with the new drainage contours and finish elevations shown on the project drawings. Existing asphalt paving (including base course) is approximately 12 inches thick. The eastern portion of "Center Drive" shall be Portland Cement Concrete Pavement. Provide for legal off site disposal of removed materials. 2. Remove existing four catch basins and three drainage Reinforced Concrete pipes (RCP) where indicated on the project drawing and fill excavations with compacted crushed stone aggregate. Provide for legal off site disposal of removed materials. 3. Install new drainage system as specified in this document and as shown on the project drawings consisting of precast reinforced concrete manholes, and pipes. 4. Proof roll the entire area to be paved. Repair any unstable areas detected by adding crushed stone aggregate. 5. Install a compacted 6 inches thick crushed stone aggregate subbase. 6. Prime coat the subbase. 7. Install a base course composed of #404 hot mix asphalt compacted to a final thickness of 1 ??". 8. Tack coat the base course. 9. Install a wearing course composed of #404 hot mix asphalt compacted to a final thickness of 1 ??". 10. After allowing new asphalt surface to cure for a minimum of 30 days, apply one coat of penetrating primer and two coats of sand-slurry sealer. 11. After allowing sand-slurry sealer to cure for a minimum of 24 hours, paint parking stall lines as shown on the project drawings. 12. Remove weeds, cattail plants, and high spots of soil from bottom of the drainage ditch (approximately 3'x625') to achieve the required grade per drawings. Install 6' wide erosion control mat to full length of ditch. Apply "Shotcrete" to the mat. Provide for legal off site disposal of removed materials. with the latest edition of State of Ohio Department of Transportation Construction and Material Specifications, local codes and other codes and standards adopted by the contract documents. Where the requirements of the specifications and drawings exceed those of local and adopted codes, the contractor shall comply with the requirements of the specifications and drawings. Scope for Access Drive: The project consists of but is not limited to the following work items: 1) Demolish, remove & dispose of approximately 800 square feet of existing sidewalk from the North & South sides of the ISF building as indicated on the drawing; 2) Excavate, remove & dispose of approximately 3,700 square feet of existing soil for the construction of the new access drive as shown on the drawings; 3) Construct 8-inches thick of compacted crushed stone, approximately 4,500 square feet as a base for the new access drive; 4) Construct 6-inches thick of reinforced concrete drive over the crushed stone, approximately 4,500 square feet. Provide joints as required, shown & specified. Cure, finish & seal the concrete. Offer range is between $500,000 and $1,000,000 with a performance time of approximately 5 months. Construction start is anticipated for spring 2007. Only prime contracting firms should complete and return the pre-qualification Screening Information Request (SIR) Application No. DTFAGL-07-R-00074. Upon completion of evaluation process, only those firms determined to be qualified will be sent a Request for Offer (RFO). The RFO is anticipated to be available by December 2006/January 2007. FOR INFORMATIONAL PURPOSES ONLY for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
