Description
Establishment of the Localizer/Distance Measuring Equipment (LOC/DME) and Precision Approach Path Indicator (PAPI) Runway 30, Alliance Municipal Airport, Alliance, Nebraska Scope of Work: Project generally consists of, but is not limited to, the following: a. Furnish competent surveying resources to properly layout the subject sites and provide horizontal and vertical control. b. Perform site preparation for the Localizer site, including: 1. Install 1-25 pr#19 AWG in 2" ARMORED HDPE between the proposed Runway 30 Localizer site and the existing VOR site. Including the runway boring and taxiway boring necessary. All bores shall have a 3" GRSC sleeve except the Runway 12-30 bore which will have 3-3" GRS sleeves. 2. Required grading and earthwork. 3. Furnish and install reinforced concrete foundation for the Localizer antenna array and shelter foundation. 4. Furnish and install Earth Electrode System (EES). 5. Furnish and install conduit and cabling between the antenna array and the equipment shelter. 6. Install equipment shelter. 7. Install Antenna Array. 8. Install DME, foundation and mast. 9. Furnish and Install ground checkpoints. 10. Coordinate with the utility company to install primary power to the site and install conduit and the transformer. 11. Furnish and install reinforced concrete access road (300 ft. from taxiway A). 12. Furnish and install aggregate surfacing for the shelter plot and road. 13. Furnish and install runway and taxiway closures as necessary to complete work inside safety areas. Coordinated with the Alliance Airport Authority. 14. Perform testing for facility reference. c. Perform site preparation for the PAPI site, including: 1. Required grading and earthwork. 2. Install PAPI Equipment. 3. Furnish and install reinforced concrete foundations for the power/control (P/C) rack and light housing assemblies (LHA's). 4. Furnish and install Earth Electrode System (EES). 5. Furnish and install conduit and cabling between the LHA's, P/C rack and install armored HDPE to the Nondirectional Beacon service rack. 6. Furnish and install concrete access road to the Power Control Rack and aggregate surfacing for the PAPI plot. 7. Perform testing for facility reference. 8. Remove existing VASI equipment and restore the sites after commissioning of the PAPI. Milestone date should be approximately 15 days before end of contract. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE PROJECT. This notice is for information purposes for Minority, Women-Owned and Disadvataged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enable firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guarantee on the bond amount to a surety against losses. Loans are also available under the DOT short term receivable financing. The maximum line of credit is $750,000.
