Description
This is a sources sought announcement to seek sources of services and potential Small Business vendors that could fulfill the below requirement. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME AND REQUESTS FOR SOLICITATION PACKAGES WILL NOT RECEIVE A RESPONSE. The applicable NAICS code is 541690 and the Size Standard is $6.000.000. This Sources Sought Synopsis is in support of market research being conducted by the NIH to identify capable potential sources of supply including small business sources for Other Scientific and Technical Consulting Services. Based on the response to this Sources Sought the National Institutes of Health will decide if this requirement will be set aside for small business, for a small business program (8a, HubZone, or service Disabled Veteran), or done with/without full and open competition. The draft Statement of work is attached to this sources sought. Responses must reference the sources sought to Sources Sought 263-2006-Q-(DQ)-0023 and include the following : (1) Name and address of the Organization, (2) the size standard and small business program (8a, Service Disabled Veteran, HubZone) status of the company as seen at listed under www.ccr.gov, (3) Point of contact with name, title phone, fax and email, (4) Duns number, (5) Contractor?s existing literature on services provided. Experience general capabilities (i.e. pamphlets, brochures, etc.) no longer than 15 pages in length (6) list of three references to whom similar types of services have been previously provided to include contract number, dollar value name and phone number of customer-must be relevant to the requirement and be within the last month i.e October 1, 2006. Based upon the review of the company?s capabilities. The company may be asked to hold a presentation showcasing its capabilities to NIH. This sources sought is for information and planning purposes only and is not to be construed as a commitment by the Government. NO REIMBURSEMENT will be made for any cost associated with providing information in response to this announcement and any follow-up information. Request respondent will not be notified of the results of the EVALUATION. All information submitted in response to this announcement must be received on or before the closing date. The closing date for response is November 18, 2006 at 2:00 pm EST. Emailed capability statement are authorized, but it is up to the vendor to make certain that the email is received. Statement of Work: The National Institutes of Health, Office of Dietary Supplements (ODS) requires the services of a skilled consultant with demonstrated experience in working collaboratively with federal agencies, private sector organizations, academic institutions, and others to help accomplish its programs. Project Details: Primary responsibility: Administer the Bioactive Food Components initiative, an inter-governmental effort aimed at developing systematic approaches to identify, categorize, and assess the potential health effects of bioactive components in foods and dietary supplements. Develop and prepare papers for publication in peer-reviewed scientific journals. Other responsibilities: ? Priority setting for development and validation of dietary supplement analytical methods. The consultant will gather information about priorities for method development and validation from industry sources, Federal agencies and other interested parties, and would work with the director of the analytical methods and reference materials program to integrate these into the priorities of the existing program. Develop educational materials on governmental, non-profit, and for-profit groups involved in developing and setting standards, and monitoring the quality of dietary supplements. ? Work with the deputy director of ODS to publish the seventh issue of the Annual Bibliography of Significant Advances in Dietary Supplement Research. Write-up a brief communication on the first six issues for publication in The Journal of the American Dietitic Association (JADA). ? Assist with outreach activities to external stakeholder groups, such as planning and organization of scientific sessions at professional and trade meetings. ? Assist in the development of the Dietary Supplement Ingredient Database (DSID) program. ? Other related work as requested by ODS senior staff. This work will be performed on an hourly basis during agreed upon times by ODS senior scientific staff. Skills and Experience: The consultant should possess a good working knowledge of the nutrition and and public health and should have a masters degree. But however, we are looking for high level critical analysis and writing of scientific summaries that come with scientific experience at the Ph.D. level in nutrition or a related field and research experience and 1-year clinical, laboratory, or epidemiology research experience. Experience in scientific writing is required. Strong organizational skills and attention to detail are necessary prerequisites. The consultant should have experience with the regulatory and industry environment surrounding dietary supplement ingredient analysis. The ability to work independently with minimal guidance from ODS senior staff is required..
