Description
This is a combined synopsis solicitation /notice of intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this FAR notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This requirement is being issued as a sole source Notice of Intent under N0I7000. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-12. This acquisition will be processed under Simplified Acquisition Procedures (SAP) The North American Industry Classification System (NAICS) code for this acquisition is 811219 and the small Business Size Standard is $6.0million. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure maintenance on a sole source bases with Rigaku/Molecular Structure for a period of twelve months 10/29/06 - 10/28/07 for X-Ray Diffraction Units. 1) Equipment Covered: R-AXIS IV; UD2792N/ RU-H2R; OD23093/ RAXIS IV++; XD2480N/ RU-H2R; Q40592/; Confocal Optics; AL-60 X-Stream; 600071/ AL-60 X-Stream 800012; Software: Crystal Clear. 2) 2) Service Contract covers the following without additional charges; 1). Offer the following agreement for the term of 12 months for the equipment listed above. 2). Furnish regular maintenance on Rigaku designed and manufactured equipment. Maintain USER?s equipment in good operable condition. Make no representations expressed or implied as to USER?s expectation of uptime. 3). All replacement parts necessary to maintain the equipment in proper working order except consumable parts including but not limited to the following; low temperature system, computer system, water chiller system, rotating anode assemblies, lasers, belts, o-rings, hoses, bearings, magnetic cassette seals, filaments, iron tubes, lamps, fuses, oil and lubricants. 4). Limited extended Warranty on Confocal Optical System: repair or replacement at such time that the product loses 30% intensity. Customer is responsible for shipping charges to return the optic to Rigaku/MSC for inspection, to be cleaned or replaced. Rigaku/MSC is responsible for shipping charges incurred when shipping the loaner optic to customer during inspection, repair and /or replacement. If deemed necessary by Rigaku/MSC. Exclusions: the warranty is null and void in the event that inspection proves that the optic has been operated in atmosphere. Warranty must be continuous. A lapse is coverage constitutes a voided warranty Coverage must be uninterrupted, continuous and consecutive. 5). X-Stream Parts Coverage: This agreement covers all replacement parts necessary to maintain the equipment in proper working order except consumable parts including but not limited to the following; Spare parts kit, rotary value and rotary value plate, helium charcoal filter, helium compressor gas, Jun-Air filters, charcoal filter cartridge in filter bank, piggy back filter, oil or water coalescing filter elements, particulate filter element, membrane filter, air mat, V-belt, oil, oil separator, oil filter, oil absorption filter element, fuses, air dryer maintenance kit, inlet filter element, filter separator, exhaust silencer element, cold head seals, the compressor service kit and the computer system. 6). Software support includes any available upgrades, phone and email support for assisting with software issues that may be encountered. ? Upgrades available by CD or web site download; - Frequent service packs provided with bug fixes and support for new hardware. ? Phone support during regular business hours by calling (888) 362- 2324. Email support provided through support@RigakuMSC.com . 7). Agreement includes up to one (1) preventive maintenance (PM) service visits Per year. Emergency service is covered as deemed necessary, which includes All labor time, travel time, and living expenses for emergency or planned on- site repair. Additional field service calls for PM?s will be billed on a per call basis. Repair hours are Monday trough Friday 8: A.M. to 5:00 P.M. Saturdays, Sundays and National Holidays are excluded. 8). Technical phone support: Available at (888) 362-2324, Monday through Friday, 9:00 A.M. to 6:00 PM CST. 9). Shipping Charges: Component fro repair not requiring a field service call is to be sent to Rigaku/MSC or Rigaku subsidiary based on origin of purchase, freight prepaid. The items will be repaired or replaced and return these components as fast as possible and pay return freight. Out of country customers are responsible for all VAT, Duties and Taxes. 10). This service contract does not include the cost of installation of new equipment, accessories, moving of equipment or accessories. 11). This contract covers inspections and emergency repairs that arise from normal usage, but not from gross negligence, abuse, misuse, labor disputes, fire or water damage, explosions, or other similar causes. Damage to instrumentation caused by failure to comply with the recommended Maintenance schedule intervals are not covered by this contract. Routine maintenance and consumable parts for routine maintenance, such as those detailed in the consumer?s manual, are the owner?s responsibility and expense. The contract will be void if the equipment is moved without written permission and/or supervision of a representative of Rigaku/MSC, Inc. 4) Total Service Period Required The total service period is one (1) year from 11/14/06 through 11/15/07. 5) Emergency Services Emergency services are covered by the service contact.
