Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR 13.5, as supplemented with additional information included in this notice. The United States Patent and Trademark Office (USPTO) has a need for sleeping rooms and conference space for attendees of the Seminar for the Judiciary on the Enforcement of Intellectual Property Rights conference December 6-8, 2006. Participants include judges from Central American countries. This announcement incorporates FAR provisions and clauses in effect through FAR FAC 2005-12 and constitutes the only solicitation; a written solicitation will not be issued. NAICS Code 721110. The solicitation number is PROC070MIAMI. The solicitation is issued as a Request for Quote (RFQ). The requirements will be fulfilled using the Simplified Acquisition procedures, FAR Part 13. The period of performance is December 5-9, 2006. Place of performance is Miami, FL. To be eligible for award under this solicitation, the offeror must propose a facility that is compliant with the requirements of the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391) (15 U.S.C. 2201 et. seq.) and is listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.dhs.gov/applications/hotel/ and must be registered on the Central Contractor Registration website (www.ccr.gov). The hotel must be in Miami, FL and in close proximity to restaurants, shops, nightlife activities, etc. Requirements: Guest Rooms: Forty-five (45) guest rooms will be required for the period of December 5-9, 2006. These rooms will be paid for on the USPTO Master Account. Incidentals are the responsibility of all individual attendees. Request rate to be extended 3 days prior and after room block dates as a courtesy to guests who may choose to stay at their own expense. Conference Meeting Room and Food and Beverage: Office space large enough for 1 full PC set up with a printer and internet access, 1 laptop computer with internet access and 1 printer, 2 additional internet connections and shared printer access , two telephones with international dialing, dial 9 local calling and 1 house phone, a photocopier and assembly space (minimum of 6 skirted tables with 2 chairs a piece) is needed December 5-8, 2006. If possible, storage space is also required. Request space for an Internet cafe, 4 laptops and 1 shared printer to be set up in a boardroom, separate from the office. A space to accommodate 50 people in classroom style is required. The room should be set up with 18" skirted tables, with a maximum of 2 attendees at each (6ft.) table. A stage with a skirted dais is necessary to accommodate four panel speakers, as well as a podium with sound. The space is required for the meeting dates of December 6-8, 2006 with set up on 5 December 2006 A separate room is needed for lunch December 6-8. This room should be able to accommodate rounds of eight for 50 people. Morning and afternoon coffee breaks can be held in this break out room, or in the area outside the main conference room. Audio Visual: The Seminar requires audiovisual equipment and support. Aside from the equipment, we will need personnel to set up the site, be on-site throughout the three-day event to run the equipment and trouble shoot any problems that might arise during the conference, as well as take down the site after the conference. The AV requirements for this program may include: AUDIO VISUAL REQUIREMENTS (subject to change) Meeting Room 1 Screen w/ Dress Kit 1 Projector 1 Wireless Cue Lite-Mouse/Slide advancer 1 Laptop (with ability to read CDROM, DVD) 1 Internet connection 1 Projector SOUND 1 Computer Audio Hook-Up 3 Table microphones for stage panel 1 Podium microphone 2 Lapel microphones 2 Wireless hand held microphones on stands for audience Internet Cafe 4 Internet connections 4 Laptops 1 Printer (Shared) Office 4 Internet connections 2 Printers (1 shared for laptop and other internet connections) 1 Laptop 1 Full PC Set up (Monitor, keyboard, mouse, PC) Selection Factors: The provision at 52.212-2, Evaluation-Commercial Items will be used to evaluate offerors. The Government will make an award resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Ability to offer 45 sleeping rooms December 5-9, 2006; 2. Hotel location; 3. Conference room layout; 4. Flexible attrition and cancellation clause terms; 5. IT/AV capabilities and support; 6. Other factors; 7. Total price for sleeping rooms, conference rooms, IT/AV support, and food and beverage. Other factors may include discount offered to the Government, quality of the property, internet connection capabilities, etc. Factors 1 through 6 are of equal importance. Those factors individually and collectively are more important than price.
