Description
The Spanish Ministry of Defense (MOD) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid on construction of a new Pier 4 at Rota Naval Base. The MOD is serving as the Host Nation for this project, which was authorized by the NATO Infrastructure Committee. The MOD intends to use the two stage bidding procedure. Conditions on the economical solvency, technical competence and expertise of the bidders will be requested, including requirements on equipment, materials, and adequate experience. The Host Nation does not foresee the use of a Questionnaire to evaluate tenders technically or economically or to do a preliminary selection among the firms involved in the ICB. The construction project will be awarded as a single package to a single contractor. The estimated value of this project is Euro 40 million (USD $51 million). The NATO reference for the Invitation for International Bid (IFB) is JAL (DIN) 3NB07001. The U.S. Department of Commerce will be using the reference IFB-SPAIN-ROTA-PIER4. SCOPE OF PROJECT - Demolition of Existing Marina The existing marina pier is made up of a reinforced concrete platform, supported by piles. Once demolished, a new Pier 4 lying perpendicular to the coastline is to be built. The marina is protected by a small breakwater. The rock of this breakwater will be used in the protection of the confined area for the dredged material. - Construction of Pier 4 Pier 4 will be 50.5 meters wide and 366.8 meters long, erected using cellular concrete caissons filled up with granular material and topped by a concrete superstructure at +5.5 meters top level. On the superstructure, the pavement, the berthing, and the fender elements and pier services will be constructed. A Ro-Ro ramp will also be built. Pier services to be provided are a fresh potable water supply, sewage and waste oil collection, 50 Hz and 60 Hz electrical power for ships and services, fuel supply (F76 and F44), communications, water for firefighting, alarms, lighting and closed circuit TV. A gangway 61 meters long and 16.88 meters will be constructed. The gangway will have two spans of prefabricated reinforced concrete girders, with a concrete caisson pile in the center supporting the length of it. - Dredging A berthing area to allow for the berthing of the design ship in BDR conditions at any tidal level will be dredged, 11.0 meters deep all around the new pier. Dredging material will be used as backfill during the pier construction or dumped into a confined area located near Pier 3 inside the harbor. Life cycle support of the new pier and its services is the responsibility of the Spanish Navy and is not part of the ICB. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which in turn forwards it to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the Host Nation when the Invitation for International Bidding (IFB) has been issued. IMPORTANT DEADLINES 1. Final date for the U.S. Department of Commerce to submit a Declaration of Eligibility on your behalf: November 28th 2. Anticipated date that the Host Nation will forward the Invitation for International Bidding (IFB) to those on the Bidders List: TBD 3. Anticipated closing date for receipt of bids: TBD 4. Anticipated contract award date: third quarter 2007 Construction time, starting from the date the contract is signed, shall be no longer than two years.
