Description
Indefinite Quantity/Indefinite Delivery Contract for Interior Design Services for various locations in the Pacific Rim Region: Arizona, California, Nevada, Hawaii and the Pacific Islands. This will be a multiple award contract quoting unit prices per square foot for basic interior design services and hourly rates for additional services. The contract term will consist of one (1) basic year with four (4) one (1) year options. The cumulative contract award amount of the task orders may not exceed $750,000 in each year of the contract. There will be a guaranteed minimum amount for task orders to be established at time of contract award. The guaranteed minimum will not be less than $3,000 and not more than $10,000. The scope of design services under this proposed contract may include, but not be limited to: all phases of interior design, programming, requirements development, furniture and equipment inventories, building evaluations, cost estimating, interior finish plans, elevations and schedules, selection and presentation of furniture and finishes, adjacency studies, furniture recommendations, drawing reviews and other related supplemental services. The contractor must be capable of utilizing and implementing government space standards and design guides on projects. These projects can range in size from several hundred square feet to over a million square feet depending on agency and scope of services needed. Consideration is limited to firms having an existing active design office within the geographical limit of the Pacific Rim Region that consists of the states listed above. Joint venture or firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality design effort. Respondents must demonstrate that key personnel (Project Manager, Senior Designer, Space Planner, CADD Drafter, etc.) are located in the existing active design production office in the designated geographical limit. Consideration for the award will be based on the following weighted evaluation factors: 1. EXPERIENCE (40%) - Qualifications of the firm and key personnel proposed for this contract shall be relevant to the type of work required by the contract: such as interior design of offices, court facilities, food service facilities, fitness centers and child care centers. Visual and narrative evidence of proposed project team's specialized experience and past performance on new construction and Renovation/Alteration projects in the Western United States in terms of quality of work and familiarity with US Government or GSA regulations/codes. Experience in working together as a team for private and public sector clients along with education and professional license/certification must also be demonstrated. 2. PROJECT MANAGEMENT CAPABILITY (25%) - Evidence of successful project management on interior design/space planning projects: a firm must present/demonstrate staff organization, a project management plan to complete multiple task orders within budget and on schedule, project team coordination, ability to respond and complete tasks on short notice when necessary, ability to continually provide qualified key personnel from within ongoing full-time staff or consultant's staff, ability to respond effectively to a varying workload and accomplish work in a professional and timely manner. 3. DESIGN CAPABILITY (25%) - Visual and narrative evidence of the principal design firm's technical competence to provide appropriate attractive, innovative and/or flexible design solutions that are compatible with function and budget. A firm must demonstrate its ability to design quality concepts and alternatives for a variety of uses such as office, courtrooms and child care centers, while also addressing basic guidelines such as universal accessibility and fire/life safety codes. Project team must demonstrate past performance in utilizing CADD for design on both new construction and renovation/alteration projects. 4. SPECIAL CONSIDERATION (10%) - Demonstrate knowledge and successful implementation of Designing Green: ability to convert standard design specifications to Green specifications, safe use of Green building products in facility design, ability to evaluate Green materials and their performance, knowledge of code issues related to Green Design; and/or demonstrate knowledge of advanced design programs and principles including but limited to workplace 20.20. This procurement is a 100% Set Aside for small business. Firms having the qualifications to meet these requirements are invited to submit three (3) copies of Standard Form 330 with a letter of interest; a summary statement of background; qualifications; experience; design philosophy and a list of examples of work demonstrating experience identified in the evaluation criteria specified herein. Responses must be received by the close of business (5PM) on December 01, 2006. Award is contingent upon funding approval and successful negotiation of a reasonable fee. This is NOT a Request for Proposal (RFP).
