Description
This project consists of the design and construction of the Tactical Equipment Maintenance Facility at Fort Campbell, KY, using the MILCON Transformation methodology. Project includes hardstand paving and access drives, utilities, storm drainage, in formation systems, electrical, exterior security lighting, HVAC, fire protection, site improvements and demolition, energy conservation, sustainable design and anti-terrorism/force protection. This project type is to provide facilities for the purpose of maintaining and repairing vehicles, complete with equipment and parts storage and administrative offices. It is intended to be similar to heavy equipment or motor pool facilities in the private sector community. The primary building is approximately 35,0 00 square feet and the hardstand surface is approximately 25,000 square yards. Additional storage buildings on the site total approximately 7,000 square feet. This solicitation will be awarded using the Technical Tradeoff (Best Value) approach utilizing t he new MILCON Transformation Model RFP as its basis. Offerors are to submit their proposal information for consideration by the Government. The Contractor will provide the Army with facilities that will have a minimum of 25 years useful life before needi ng major renovations, repair, or replacement. The Government will evaluate the Offerors selected systems and components proposed in terms of warrantees provided, maintenance considerations (frequency, estimated cost, access, equipment locations), operabili ty (ease of use, placement of control features, simplicity), durability (withstanding troop usage, ease of cleaning), sustainability, and energy consumption (HVAC, lighting, power). Items identified as desirable or preferred in the solicitation will be con sidered more favorably during the evaluation process, provided they are included within the contract cost limitation identified in the solicitation. Unsubstantiated claims or narrative information will not be considered during the evaluations. The contrac t duration is 540 days. Cost information will not be rated, however, cost will be considered. All evaluation factors, other than cost or price when combined are considered equal to cost or price in relative importance. The proposal submission requireme nts and the evaluation factors consist of Design-Technical (Building Functional and Aesthetics, Quality of Building Systems and Materials, Site Design, and Sustainability Requirements), Performance Capability (Organization-Business Management Plan, Special ized Experience, Past Performance, Proposed Contract Duration and Preliminary Schedule, Key Project Personnel Capabilities and Experience), Price and Pro-Forma Information. The estimated price range for this project is $5,000,000 to $10,000,000. A pre-pr oposal conference will be held at Fort Campbell on 30 November 2006; exact location and time will be noted in the solicitation. Project documents will be available o/a November 16, 2006 by web only. The proposal due date is December 28, 2006 at 2:00 P.M. local time.
