Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; p roposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-07-R-0002 This acquisition is issued as an Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 1-27. (iv) The associated NAICS code is 331111. The small business size standard is 500. (v) The following is a list of contract line item numbers and items, quantities and units of measure: Rolled Homogenous Armor (RHA), Mil-A-12560, Class 1 Rev H Amendment (Amd) 3, 96 inch by 144 inch in the following thicknesses and quantities: CLIN 0001 3 inch thick, Qty 2 each; CLIN 0002 2.5 inch thick, Qty 2 each; CLIN 0003 2 inch thick, Qty 2 each; CLIN 0004 .625 inch thick, Qty 4 each; CLIN 0005 .5 inch thick, Qty 20 each; CLIN 0006 .25 inch thick, Qty 4 each; CLIN 0007 Shipping to Aberdeen Pro ving Ground, MD, Qty 1 lot (vi) Description of requirements: RHA Armor, Mil-A-12560, Class 1 Rev H Amd 3. New milled run. Material to be free of scale, rust, and corrosion. No seconds or rejects accepted. (vii) Delivery is required by 90 days or better after receipt of award. Delivery shall be made to US Army Research Laboratory, Bldg 434 ARL Receiving Section, Aberdeen Proving Ground MD 21005. Acceptance shall be performed at ARL AGP, MD 21005. The FO B point is Origin. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors listed in order of importance shall be used to evaluate offers: (1) Compliance with Technical Specifications listed in item description, (2) Delivery Schedule, and (3) Price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance s pecified in the offer shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations af ter its receipt , unless a written notice of withdrawl is received before award. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. The succe ssful offeror will be required to register with the Online Representations and Certifications Application (ORCA). (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause.
