Description
The Federal Deposit Insurance Corporation (FDIC) is seeking contractors interested and capable of providing in-depth expertise in deposit accounts with sweep features. The FDIC is in the process of reviewing its policies, procedures and practices regarding the treatment of funds held in deposit accounts during some or all of the business day, but that are swept into alternative investment vehicles at some point during the day. A deposit account with an attached sweep feature may have a substantially different account balance during the business day compared to the end-of-day balance used for insurance and assessment purposes. These timing differences raise practical policy issues, which the FDIC is in the process of reassessing. This is a request is for information (RFI) only, and your response is not an offer. A response to this RFI does not guarantee that FDIC will solicit your firm on any solicitation issued because of this RFI. This RFI does not commit the FDIC to pay any costs incurred in the preparation and submission to this RFI. FDIC may solicit some, all or none of the respondents for the proposed requirement described herein. The FDIC is not subject to the Federal Acquisition Regulation (FAR). The FDIC is seeking to engage an outside party with in-depth expertise in deposit accounts with associated sweep features to assist in its policy analysis. In particular, the FDIC is interested in: Information on the complete array of deposit account types offered by insured institutions that have an affiliated sweep feature, as well as the investment vehicles that the funds are swept into. A detailed description of the operational mechanics and accounting treatment of such sweep accounts. The legal documentation provided to customers of such sweep accounts. An assessment of the prevalence among insured institutions of deposit accounts with sweep features, broken out by sweep account type. This assessment should include differences in the use of sweep accounts by insured institutions of varying size and complexity. An assessment of the operational complexities and potential industry costs involved in various changes in FDIC policies, procedures and practices. An assessment of the potential industry reaction to a change in FDIC policies, procedures and practices, including an estimate of the costs of various alternatives. If your firm is interested in all or any of these potential requirements, you are requested to submit the following information by November 30, 2006: A letter of interest. Also, please specifically identify which areas your firm is interested in providing. A brief overview of your firm's capabilities that addresses the above listed potential requirements. Please do not exceed ten pages. However, feel free to submit any pre-created marketing literature to supplement the requirement. A list of clients or experience in these areas.
