- The due date for submitting a response to this SIR is extended until 24 Novermber 2006, 4:00 PM EST. You must download the SIR from this announcement. The Federal Aviation Administration (FAA), Air Traffic Organization (ATO), Navigational Services, is seeking qualified contractors to provide Designated Engineering Representative (DER) support services to the FAA to assist in defining, establishing and evaluating adherence to safety assurance processes and procedures. This requirement was originally announced in FAA Contract Opportunities, dated April 18, 2006 Solicitation No. 4732. At that time vendors were asked to request a copy of the SIR. SIR DTFAWA-06-R-00014 replaces Solicitation No. 4732 and all vendors muct download the SIR from this announcement. This SIR is a 100% set-aside for small business concerns. A previous Market Survey determined that there was not enough 8(a) concern availability for a SEDB 8(a) set-aside. This is a Blanket Purchase Agreement. There is no firm requirement at this time for DER support. However it is anticipated that in the near future program requirement will be forth coming. DESCRIPTION OF WORK: The FAA may issue individual task orders under the BPA for services based on the functional capabilities of the DER as outlined in the U.S. Department of Transportation, Federal Aviation Administration Designated Engineering Representative (DER) Handbook 8110.37D, Appendix 2. Delegated Functions and Authorized Areas, Figure 4. Chart C2 Designated Engineering Representative Systems and Equipment (Electrical Equipment), Delegated Functions 1 through 6 and Authorized Areas (A) through (H). Each order will be preceded by a request for quote based on a specific statement of work. The DER shall be certified or have sufficient experiences in the areas covered in U.S. Department of Transportation, FAA, "Designated Engineering Representative (DER) Handbook 8110.37D, Appendix 2, Figure 4, Chart C2. Delegated Functions 3 "Software" Authorized Areas "A" through "H." A copy of this Handbook will be mailed to any vendor who requests a copy. The North American Industry Classification System (NAICS) code for this acquisition is projected to be 541618. Offerors should provide all information requested in the attached SIR, including Section B costs. The basic period of performance for this effort is expected to be October 2006 through September 2007. SUBMISSION OF PROPOSALS: All responses (one response per company) are to be provided on company letterhead. Responses must be received no later than 3:00 PM local time, October 31, 2006. The FAA prefers that all proposals, including attachments be submitted electronically to the following email address: william.k.keller-jr@faa.gov. Documents which require original signatures must be mailed to the Contracting Officer. Please submit as a Microsoft Word file.
