- This is a combined synopsis/Screening Information Request (SIR) for the Transportation Security Administration (TSA) Office Law Enforcement/FAMS, Physical Security Branch. TSA hereby makes aware all interested parties that it is soliciting technical proposals under a SIR to fulfill its Special Security Officer requirement. This procurement is a small business set aside to be conducted under NAICS standard 561612. All interested vendors meeting this size standard are welcome, however, TSA hereby reminds any interested parties that as a small business set aside this procurement and any resultant contract is subject to those rules governing subcontracting in 13 CFR 125.6. Any and all updates to this synopsis/SIR will be posted to the Government Point of Entry at www.fbo.gov. Interested parties are encouraged to check www.fbo.gov frequently for possible updates. While any and all questions must be directed to one of the Government points of contact identified in this synopsis/SIR, answers to those questions, as well as any and all clarifications, extensions or changes will be posted to www.fbo.gov and will only be available at www.fbo.gov prior to the closing date and time of the SIR. This procurement will be conducted using the Transportation Security Administration Acquisition Management System (TSAAMS). Interested parties may learn more about the Acquisition Management System at http://fast.faa.gov. TSA is exempted from the Federal Acquisition Regulation (FAR) by the Aviation and Transportation Security Act (ATSA ? Public Law 107-71) and empowered to use TSAAMS by the same authority. TSA will conduct this solicitation using the following steps: TSA envisions a single award as the end result of this screening process to a company whose proposed technical solution and price (inclusive of the base and all option years) represents the best value to the agency. However, TSA makes no guarantee of award of contract as a result of this or any future SIR. Background Director Central Intelligence Directive (DCID) 6/1, Section 5.1, establishes the requirement for a Special Security Office to serve as the focal point(s) for the receipt, control and accountability of Sensitive Compartmented Information (SCI) and other SCI security functions for one or more SCIFs. DCID 6/1, Section 5.2, establishes Special Security Officer (SSO)/Control Officers that are appropriately SCI-indoctrinated officers, designated to perform day-to-day SCI security cognizance over offices and subordinate SCIFs, that SCI is authorized to be handled by organizations served by them. Officers must be appropriately trained in SCI security policy and procedures and provide security advice and assistance on SCI matters to their organization and other activities being supported. DCID 6/1, Section 5.2.4, the SSO is responsible for conducting or managing required SCI personnel and physical security actions and procedures. DCID 6/1, Section 5.2.6, the SSO is responsible for continued interface with SCI Telecommunications centers, AIS facilities and similar offices to ensure SCI security. Tentative Milestones: TSA?s tentative milestones (which the Agency reserves the right to change) for this procurement are as follows: October 31, 2006 ? SIR Available to interested parties November 20, 2006 ? Last day to submit questions on the procurement November 21, 2006 ? All answers posted to FBO November 30, 2006 ? All proposals due to TSA December 15, 2006 ? Award of contract If Interested The SIR contains instructions on the format of responses, including page length. All interested companies are hereby made aware that in order to be considered they must submit a technical proposal that covers all aspects of the SOW, not selected parts of the SOW. However, TSA is willing to consider the merit of any proposed subcontracting or teaming agreements that fall within the bounds of a small business set-aside.
