Description
Potential Sources Sought SEE NUMBERED NOTE 25 National Cancer Institute, Office of Acquisitions A- SUPPORT THE PRODUCTION AND DISSEMINATION OF A SERIES OF SMOKING AND TOBACCO CONTROL MONOGRAPHS BY THE NATIONAL CANCER INSTITUTE DUE 11/15/2006. POC Theresa H. Shroff, Contracting Officer, 301-435-3796.This is a SOURCES SOUGHT Synopsis. SEE NUMBERED NOTE 25. The Division of Cancer Control and Population Sciences (DCCPS) of the National Cancer Institute (NCI) is seeking SMALL BUSINESS Sources with NAICS code 541690 to provide services to manage the publication of the NCI Tobacco Control Monograph Series. The contractor will need to demonstrate capacity and experience in all phases of production of government documents, in particular, large scale book-length monographs. Relevant activities range from soliciting and vetting ideas for new volumes to dissemination of the final product. The contractor will need to demonstrate familiarity with government rules and procedures, including the required forms for the publication of government documents, in particular, NCI clearance and printing. Additionally, the contractor will need to demonstrate experience and expertise on public health projects, in particular, projects in tobacco prevention and control. Finally, the contractor will need to demonstrate the ability to perform the tasks below simultaneously for multiple monographs at the same time, varying in number of volume editors, authors, reviewers, and size, but generally approximating 300 printed pages. Anticipated task areas include the following: (1) Maintain and establish policies and procedures for developing the monographs to include: establishing and consulting with a panel of expert advisors for monograph management; hiring, training, and supervising staff to handle the tasks associated with the monograph; and establishing communication networks with editors and authors. (2) Project and track budget items by providing line items for science writing; editing and proofreading; reference verification; copyright permission fees; desktopping; printing of drafts; maintenance of the reference database; payments to experts, editors, and authors; graphics and graphic design; mailings; copying; indexing; and dissemination. (3) Identify volume editors and authors; execute consulting agreements; and maintain associated records. Support editor and author correspondence, conference calls, listserv, draft version control, and maintenance of the NCI Extranet Web site for each monograph. (4) Provide analytical expertise for data analysis to include data processing, statistical programming, biostatistical support, and synthesizing data for publication. (5) Manage the review process to include outline reviews, chapter-by-chapter reviews, volume reviews, and clearance reviews by NCI. Identify reviewers and distribute drafts for review. Collect reviewer comments; disseminate comments to authors and editors; and record author and editor responses to reviewer comments. (6) Provide services for draft formatting, science writing, technical editing, copyediting, proofreading, graphics preparation, layout, desktopping, and indexing. Provide a database to organize references and link the references to citations in the chapters. Provide librarian services for EBSCOhost and JSTOR; and use indexing software, such as CINDEX. (7) Prepare graphics using software for page layout and publication organization such as InDesign; and prepare tables and figures using software such as DeltaGraph and Adobe Illustrator, respectively. (8) Develop a volume-specific promotion and dissemination plan to fulfill the NCI mission to help the research and public health communities plan and implement effective tobacco control studies and programs through outreach campaigns. Identify target audiences according to the monograph topic. Communications expertise in tobacco control and smoking is required. (9) Develop and expand the NCI Tobacco Control Monograph Web site. Prepare Section 508 compliant searchable PDF files, develop animated graphics, access data, and provide links to expository materials. Prepare summary alerts for rapid information sharing regarding significant research updates.
