Description
The National Institutes of Health (NIH), National Institute of Child Health and Human Development (NICHD) are requesting a Service Contract that will provide Contracting Services Support for the Perinatology Research Branch (PRB). Tasks to include but not limited to: 1) Read, understand and adhere to the regulations, guidelines, policies and procedures included in the PRB Mission Statement and the Statement of Work; 2) Advise the PRB Branch Chief on matters related to expenditures and budget issues related to the contract between NICHD and Wayne State University (WSU); 3) Review all subcontract statements of work under the WSU Contract and advise the assigned NICHD Contracting Officer as to the acceptability of the subcontract; 4) Review all WSU monthly invoices for completeness of documentation and adherence to the language of the WSU Contract and applicable NIH policies and regulations; 5) Review all travel requests to insure they comply with current Government regulations and policies and recommend to the assigned Contracting Officer that the travel should be approved; 6) Attend meetings with the WSU staff; 7) Interface with the Contracts Management Branch; 8) Provide monthly reports to the Chief of the PRB. This work is to be performed at the Hutzel Women?s Hospital/Detroit Medical Center. Contractor must be available on-site at the PRB/NICHD located at Hutzel Women?s Hospital/Detroit Medical Center, in Detroit, Michigan, to provide 24 hour/day contracting services support to meet the research, clinical and administrative goals of the PRB. The contractor must have a minimum of twenty years contracting experience with the National Institutes of Health. The RFQ will provide further tasks. This is set aside for small businesses. Award will be made based on Best Value. Responsible vendors that are capable of providing NIDDK with this service may request a copy of the RFQ in writing or by FAX to 301-480-4226 to the Contracting Office prior to the closing date of this notice. It is anticipated that RFQ NIH-NIDDK-07-034 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is November 24, 2006. Quotations must be submitted in writing to the National Institute of Diabetes and Digestive and Kidney Diseases 6707 Democracy Blvd., Room 774B, Bethesda, Maryland 20817 Attention: V. Lynn Griffin. Fax quotations must contain offerors names, address, telephone number and fax number. FAX quotations will only be accepted if dated and signed by an authorized company representative.
