Description
The Experimental Immunology Branch (EIB), Division of Basic Sciences, National Cancer Institute, National Institute of Health is recompeting a project for the animal care and maintenance for a colony of up to 17,000 mice in accordance with the standards outlined in the Guide for the Care and Use of Laboratory Animals as published in DHHS Publication No. (NIH 86-23), the Public Health Service Policy on Humane Care and Use of Laboratory Animals (September 1986) and the Animal Welfare Act in 1976. This contract provides a facility for holding and breeding of experimental animals in support of research of the EIB. Multiple strains are bred for experimental needs, when such animals are not available commercially. This includes the breeding of multiple transgenic and “knock-out” mice, some of which are generated by EIB investigators. This contract permits investigators to import mice from other laboratories unusual mouse strains that may carry infectious agents including viruses. A quarantine room complete with sterile barriers is maintained so those mice from outside sources can be screened for pathogens. Mice in the EIB colony are routinely maintained in microisolator housing to prevent the spread of infectious agents that might be introduced into the facility. The other major aspect of the contact provides for the performance of experimental procedures in support of the research. This includes many routine animal procedures such as the collection of blood, other tissues, palpation of tumors, and immunization, as well as preparation and injection of murine hematopoietic and lymphoid cells. A Gamma Cell Irradiator is maintained for the irradiation of animals and animal material. The following mandatory qualification criterion must be met: 1) The offeror must, at the time of original submission, have an approved Animal Welfare Assurance on file with the Office of Laboratory Animal Welfare (OLAW), OD, NIH, as required by Section IV Paragraph A of the PHS Policy on Humane Care and Use of Laboratory Animals (August 2002). 2) The offeror must demonstrate the ability to acquire the licences and/or certifications specific to the place of performance required for operation of the Gamma Cell Irradiator. This acquisition is a recompetition of contract N02-RC-27015, Bioqual, Inc. It is anticipated that a single cost reimbursement, completion type contract will be awarded for a two year base period and five potential one year award terms. The solicitation is scheduled for electronic release on or about August 7, 2006. The proposal will be due approximately 30 days following the actual date of RFP issuance. This is under NAICS Code #112990. The RFP #N02-RC-67018-56 may be accessed through the Office of Acquisitions Home Page by using the following internet address: http://rcb.cancer.gov/rcb-internet.
