- The Regional Contracting Office SW intends to negotiate a bridge contract, on a sole source basis, to ITS Corporation, DBA Noesis Business Unit under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Noesis Business Unit will continue to provide rescue divers and RHIB operators until a new contract is established. Noesis Business Unit, 4100 N Fairfax Dr. Ste. 800, Arlington, VA 22203-1663 will provide all labor and materials necessary to provide rescue divers and Rigid Hull Inflatable Boats (RHIB) operators. Rescue Divers will be utilized to support testing of the Advanced Amphibious Assault Vehicle, in southern California and Alaska. RHIB operators will be used in the same locations to transport divers and other personnel on the water while testing is being conducted. RHIB operators will also perform maintenance and repair of the RHIBs as required. Noesis Business Unit is the former incumbent under a previous 8(a) sole source contract, and has demonstrated technical proficiency and expertise to perform this contract. This bridge contract is necessary to maintain the current schedule of the AAAV testing, while a new solicitation for these services is being solicited and evaluated. The new solicitation will be issued as an 8(a) competitive solicitation, and is expected to be issued by mid November 2006. The period of performance for this bridge contract will be from 16 November 2006, through 28 February 2007, with a one month option for the month of March 2007. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. The anticipated award date is 8 November 2006.
