Description
The US Army, Communications-Electronics Life Cycle Management Command (C-E LCMC) is seeking potential sources for the production of Enhanced Position Location Reporting System (EPLRS) Dual Power Adapter (EDPA). The national stock number (NSN) is 613 0-01-477-9906 for a quantity of 257 for the basic contract and an Option quantity of 243. The Drawing/Part Number for this effort is A3271227. NOTE: SMA 911267 and MS27470Y15E97P cited in Performance Spec A3271227 are not available in KONFIG. The EDPA is the physical interface between the EPLRS Receiver Transmitter (RT) unit and the AC or DC power source. The EDPA conditions the input power and enables the EPLRS RT unit to operate from an external power source of 20 to 32 VDC or 108-132 VAC single phas e, 47 to 63Hz or 198-242 VAC single phase, 47 to 63Hz European. First Article Testing (FAT) will be required for this requirement. Vendors who have produced the EDPA within the last 24 months may not be subjected to FAT requirements. Those who have not produced the item within the last 24 months will be subjected to FAT requirements. The delivery schedule for the basic contract quantity of 257 if FAT IS REQUIRED would be as follows: 75 at 180 days after contract award (DAC); 75 at 210 DAC; 75 at 240 DAC ; and 32 at 270 DAC. The delivery schedule for the basic contract quantity of 257 if FAT IS WAIVED would be as follows: 75 at 60 DAC; 75 at 90 DAC, 75 at 120 DAC; and 32 at 150 DAC. The delivery schedule for the Option quantity If FAT is required would b e as follows: 75 at 300 DAC; 75 at 330 DAC; 75 at 360 DAC; and 18 at 390 DAC. The delivery schedule for the Option quantity IF FAT IS WAIVED would be as follows: 75 at 180 DAC; 75 at 210 DAC; 75 at 240 DAC; and 18 at 270 DAC. The Option period for the EDPAs if FAT IS REQUIRED may be exercised within 240 DAC. The Option period for the EDPAs if FAT IS WAIVED may be exercised within 120 DAC. Freight On Board (FOB) destination will be applicable for this effort. No Government Furnished Equipment (GFE) wi ll be provided for this effort. Interested parties must identify their interest and capability to respond to the requirement. Suppliers capable of manufacturing the Governments requirements within the required delivery schedule shall respond electronica lly. The response should be a short introductory description (unclassified) outlining a viable approach that meets the above needs, and should address production capability and surge capability. Any interested source shall provide prices for the 257 basi c contract quantities and the 243 Option period quantities as indicated above. NOTE: All offerors must submit pricing with FAT and without FAT for the basic quantities of 257. Submit one (1) electronic copy of market survey response to C-E LCMC Contract ing Officer, Ms. Evonne Heyward at Evonne.Heyward@us.army.mil, Contract Specialist, Mr. Kyle McKinney at Kyle.McKinney1@us.army.mil and C-E LCMC Logistics Readiness Center (LRC) to Mr. Victor Pinlac at victor.pinlac@us.army.mil. The DRAFT Statement of Work (SOW), DRAFT Performance Specification, DRAFT Document Summary List (DSL), and the hyperlink for the drawings will be posted on the Interactive Business Opportunities Page (IBOP). All parties who are interested in doing business with C-E LCMC are invite d to access the drawings from the IBOP at https://abop.monmouth.army.mil. This is a market survey requesting information only. The determination of the procurement strategy, based upon responses to this market survey, is solely within the discretion of the Government. All sources may submit a response, whi ch will be considered by the Government. This market survey (sources sought) is not a request for competitive proposals. This market survey is for information and planning purposes only, does not constitute a solicitation for bids or proposals, and is not to be construed as a commitment by the Government. This survey is issued IAW the requirements of FAR Part 10.
