- The Government intends to award a 5-year Firm-Fixed Price requirements-type contract for Liquid Nitrogen Aircraft Servicing Trucks, consisting of one (1) basic year and four (4) one (1) year options. Best Estimated Quantities (BEQ) will be included in the RFP for the basic and option years. FAR 12 (Acquisition of Commercial Items) & FAR 15 (Contract by Negotiations), procedures will be utilized with a first production unit required. All offeror?s shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFP. The Government will utilize Performance Price Tradeoff (PPT) procedures, and will evaluate proposals and make award in accordance in accordance with the ?Evaluation Basis for Award? provision in the RFP. These trucks are used for transporting and delivering liquid nitrogen to a C-5 aircraft for the purpose of servicing the Fire Suppression Systems on the aircraft. In addition, these trucks shall have the capability to deliver gaseous Nitrogen to the aircraft for the purpose of hot purging the aircraft Dewar?s. The LN2 trucks also have the capability of self purging and receiving liquid nitrogen from a ground storage facility. The approximate solicitation issue date will be 4 Dec 2006 with a response by 17 Jan 2006. All responsible sources may submit a proposal which shall be considered by the agency. Specifications, plans, or drawings relating to this procurement described above will be made available and will be furnished by the Government.
