Description
NASA Dryden Flight Research Center (NASA/DFRC) has a requirement to procure one (1) each state-of-the-art, software based, Range Safety mission planning, risk analysis, and risk management systems. The Joint Advanced Range Safety System (JARSS) program relies on the development of advanced Range Safety algorithms and displays to implement a Range Safety and Mission Planning system for applications relevant to fulfill agency objectives. The JARSS software tool consists of two (2) main elements, a pre-mission Range Safety risk analysis portion (Mission Planning) and real-time Range Safety risk management portion (Real-Time) that provides safety for the public and safety for high-value equipment and property. These tools will be used to support several agency and center programs. Pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, NASA/DFRC intends to procure these services from Infoware Systems, Incorporated (Satellite Beach, Florida). The procurement of these services from any other source would result in a substantial duplication of cost that is not expected to be recovered through competition. This is a follow-on requirement and compatibility with existing developments is critical and must be maintained. These services will be procured via a "task order" type arrangement. The justification of other than full and open competition is based on that Infoware Systems owns the proprietary information of this software being developed for this effort. Technical data packages, specifications, drawings, or engineering descriptions suitable for full and open competition have not been fully developed. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00PM (PST), 12/12/2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. No oral communications will be accepted in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
