Description
NAICS Code: 541380 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Homeland Security Research Center (NHSRC), intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b), with Apex Laboratories Inc., for Development of Biological Indicators (BIs) for Fumigation of Building Materials with Chlorine Dioxide. The current NAICS code is 541380. Based on the EPA's knowledge of technical support needed for the Statement of Work (SOW), the unique procedures for BI production are specific to each manufacturer and are proprietary; thus the behavior and reliability of the BI is dependent on the source. The background behind this EPA requirement is as follows: This requirement will aid in developing and designing improved Biological Indicators (BI's), which not only relate closely to the decontamination of Bacillus Anthracis contaminated building materials, but can be standardized for use in fumigation studies and future clean-up events. The purpose of this requirement is to develop BI's that can be standardized and used to indicate the effectiveness of a fumigation cycle for the decontamination of B. anthracis on porous and non-porous materials. Through a cooperative Interagency Agreement (IAG) with the U.S. Army Edgewood Chemical and Biological Center (ECBC), the U.S. EPA Office of Research and Development (ORD) National Homeland Security Research Center (NHSRC) will be evaluating the effectiveness of chlorine dioxide and STERIS VHP? technologies to decontaminate building materials contaminated with B. anthracis. As part of these fumigation studies, BIs produced under this requirement shall be evaluated at ECBC for improved correlation with the decontamination of building materials contaminated with B. anthracis and the requirements for building decontaminations. Custom BI's shall be prepared and supplied to ECBC for testing. ECBC will complete fumigation cycles with the custom BI's at one chlorine dioxide concentration, removing five BIs of each type per three time points per fumigation cycle. The BIs shall be evaluated for growth by placement in TSB and incubated for up to 7 days. Additionally, building materials (bare pine wood and painted I-beam steel) contaminated with spores of B. anthracis (NNR1?1) shall be included in each fumigation run. The CT required for decontamination of the BIs will be compared to the 9000 ppm-hr requirement and the decontamination of the building materials. After two rounds of modifications the selected BI (by EPA in consultation with ECBC and the contractor) shall then be made in a large enough quantity to support a D-value study and lab verification testing (300 - 500 BIs). In order to achieve the required consistency needed for this project, the Government intends to award this order on a sole source basis. However, any firm believing itself capable of meeting the EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
