- The Department of the Interior, Bureau of Reclamation, Lower Colorado Regional Office, has a new services requirement to provide all personnel, equipment, materials, supervision and other items and services necessary to perform a broad range of environmental services including preparing sampling and analysis plans, taking environmental samples, laboratory services, air quality permits and plans, RCRA permits and plans, transportation and disposal of hazardous waste, non-hazardous waste, universal waste, lab packing of laboratory chemicals, CWA permits and plans, storm water pollutions prevention plans, on-site support to construction and remediation activities where hazardous materials are known and suspected, and facility/project environmental support activities. This contract will be utilized by the Lower Colorado Regional Office within the Region boundaries which include the following states: Arizona, California, and Nevada The government intends to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a performance period of one base year and 4 option years. This requirement will be solicited as a total small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 541620, Environmental Consulting Services. The size standard is $6.5 Million. The estimated price range of this project is between $3-5 Million. The solicitation will be issued in the form of a Request for Proposal (RFP) on or about November 15, 2006, with offers due thirty (30) days after. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) website becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register at the FBO website to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance to download the solicitation and any subsequent amendments. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov. Offerors are also required to complete their Annual Representations and Certifications online at https://orca.bpn.gov.
