Description
The New York District U.S. Army Corps of Engineers proposes to perform maintenance dredging in Port Reading Reach, Arthur Kill, NY & NJ Channels, Federal Navigation Project, with subsequent placement of the dredged material at a permitted, suitable u pland site(s) furnished by the contractor and approved by the government. The proposed maintenance dredging would remove up to a maximum of 91,595 cubic yards of sediment (64,150 cubic yards as basic work and the remaining 27,445 cubic yards as options) t o a depth of 35 ft. below Mean Low Water with a maximum two (2) feet allowable over-depth in the Port Reading Reach, Arthur Kill, NY & NJ Channels. The apparent low bidder shall be officially notified by the contracting officer to submit the following information for the site(s) identified by the apparent low bidder: a) name, location, point of contact, total available capacity of the bidders identif ied site(s) for offloading, processing and disposal, b) detailed list of all permits and approvals are required for the selected site(s) to demonstrate that the site(s) is legal to receive, operate, process and /or dispose of dredged material and their sta tus, c) copies of permits currently issued/approved of the site(s) at the time of submission, d) evidence of the daily production capability and the output rates of at least 3,500 cubic yards per day for their proposed integrated system of dredging, offloa ding, transportation, processing and placement for each bidder identified site(s) and e) state the total capacity and uncommitted capacity of the offloading, processing and disposal site elements. In addition, a synopsis (narrative detailing the operation to move the dredged material from the dredging site to its final resting place that the bidder has identified) of the proposed operation is also to be submitted by the apparent low bidder. Bidders should consult with Section 00800 paragraph 1A.1 of the Sp ecifications for detailed submittal requirement. The Apparent Low Bidder shall, within 70 calendar days from the date the Apparent Low Bidder is notified of being the low bidder, provide copies of all required permits and approvals for transfer, transportation, dewatering and/or other processing (if any) , and final disposal of dredged material, and shall submit evidence of such permits and approvals, which include a sampling plan and sampling results, to the Government. Bidders should consult with Section 00800 paragraph 1A.2 of the Specifications for su bmittal requirement. The Contractor will be required to commence work within five (5) calendar days after the date of receipt by him the notice to proceed, to prosecute said work diligently and to complete the basic work ready for use not later than thirt y five (35) calendar days after the receipt by him of the notice to proceed. There are five (5) options to the contract. The time for contract completion of each option will be determined by allowing a rate of one calendar day for each 3,500 cubic yards removed. Options will range from one (1) calendar day to three (3) calendar days, if exercised. The contractor is required to maintain an integrated production of at least 3,500 cubic yards per day. Plans/Specs for the subject project would be available o n/about November 7, 2006 with Bid Opening on/about December 7, 2006. The estimated cost range for this project is between 1-5 Million Dollars. It is anticipated that dredging/disposal would take place within the approximately time period of June 1, 2007 to September 30, 2007. No award will be made unless a Small Business Sub-Contracting Plan is accepted and approved. The New York District subcontracting goals are specific percentages of the contractors total planned subcontract amount. The small busines s subcontracting goals for this procurement is 51.2% of the total subcontracting dollar value. Of that 51.2%, 8.8% should be placed with Small Disadvantaged Businesses, 7.3% with Women Owned Small Businesses, 3.1% w ith HUBZone Small Businesses, and 1.5% with Service Disabled Veteran Owned Small Businesses. Further Offerors are encouraged to place 1% of subcontracted dollars with Veteran Owned Small Businesses. The duration of this project is approximately 35 calen dar days, including optional Items. This procurement is being solicited as UNRESTRICTED. The applicable NAICS CODE IS 237990 with a Small Business Size of $18.5 Million. Bid Opening date is on or about 07 December 2006 at 2:00 P.M. (Eastern Standard Time). Bid opening will be held in roo m 1841 of 26 Federal Plaza, New York, New York 10278. The media selected for issuance of the synopsis/solicitation and amendment shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet and CD-ROM. Paper copies of this solicitation and amendments if any will not be available or issued. Interested parties may download and print the solicitation at no charge at http://www.fedteds.gov. Project specification files and drawings are portable document files (PDF) and can be viewed, navigated, or printed using A5. Internet Explorer 6.0 the recommended Browser. However, Internet Explorer 4.x, Internet Explorer 5.5 or greater, Netscape 4.x (except 4.7) and Netscape 5.x are also compatible with FedTeds. Utilization of the Internet is the preferred method, however CDs will be available upon written request stating the solicitation number, or project name, complete company name and street ad dress (we will not deliver to P.O. DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense (CCR) Database prior to award.
