Description
LABORATORY SAMPLE ANALYSIS SERVICES for chemical testing of coal samples for Wright-Patterson Air Force Base, OH. This is a combined synopsis/solicitation. This is a Request for Quotes for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference RFQ FA8601-07-T-0002. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #2005-13. This RFQ is a Total Set-Aside for Small Business in accordance with FAR clause 52.219-6. The North American Industry Classification System (NAICS) code is 541380. The small business size standard is $11,500,000 (annual average gross revenue for the last 3 fiscal years not to exceed $11,500,000). This RFQ is being conducted as a commercial item procurement using the Acquisition of Commercial Items and the Simplified Acquisition Procedures (FAR Parts 12 & 13). No paper copies of this solicitation will be provided. The RFQ has one (1) line item. LINE ITEM 0001: Provide all necessary labor, supplies, and equipment to accomplish chemical testing of coal samples for compliance with provisions of Title V of the Clean Air Act Amendments of 1990, Ohio Environmental Protection Agency (OEPA) Standards, other methods as required by 88 ABW/CEV (CEV), Wright-Patterson Air Force Base (WPAFB), Ohio and requirements stated in the Performance Work Statement. Offer/Quote must include a technical description of the services being offered in sufficient detail to evaluate compliance with the requirements in the RFQ and Performance Work Statement. Technical description is limited to no more than thirty (30) pages. Submit one paper original and one CD ROM or paper copy. Electronic submissions are acceptable. Under no circumstances will facsimile copies be accepted. Offer must also include a completed Pricing Schedule. Applicable solicitation provisions are: FAR Provision 52.212-1, Instructions to Offerors ? Commercial (Jan 2006). Award will be made to the lowest priced technically acceptable offeror IAW FAR Provision 52.212-2 -- Evaluation -- Commercial Items. All offerors shall include with their offer a completed copy of FAR Provision 52.212-3, Offeror Representations and Certification Commercial Items. Clause 52.212-4, Contract Terms and Conditions, Commercial Items (Sep 2005), is hereby incorporated by reference. The additional FAR clauses cited in FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items are applicable to the acquisition. FAR Clause 52.222-41, Service Contract Act of 1965, as Amended (Jul 2005), and Department of Labor Wage Determination No. 2005-2419 Rev (01) are applicable to this acquisition. IMPORTANT NOTICE TO CONTRACTORS: Any award resulting from this solicitation will include DFARS Clause 252.237-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payments (invoices) under DoD contract to be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost, at http://www.wawftraining.com. Prior to submitting invoices in the production system, contractors must register for an account at https://wawf.eb.mil/. FAR Provision 52.212-2 Evaluation -- Commercial Items (Jan 1999). (a) The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technically acceptable (analytical laboratory services for coal samples meet the Government requirements as stated in the PWS and RFQ) 2. Price (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
