- The Operational Contracting Division at Edwards AFB, CA anticipates issuing a Request for Proposals (RFP) for Packing, Containerization, and local Drayage of Personal Property Shipments on or about 23 October 2006, Solicitation Number: FA9301-07-R-0003. DESCRIPTION: To provide all personnel, equipment, facilities, supplies, services, and materials for the preparation of personal property of military members and civilian employees for movement or drayage and related services. Services include, but are not limited to: (1.) Pre-move survey, servicing of appliances, disassembly of furniture, if required, packaging, inventorying, tagging, wrapping, padding, packing and bracing of household goods in shipping containers at owners residence or at contractors facility. (2.) Drayage from storage warehouses, air and surface transportation terminals, military installation shipping offices and ocean or river terminals/piers to contractors facility, unloading from the delivering carriers vehicle, handling into contractors facility, drayage to owners residence, de-containerization and unpacking of loaded containers of household goods and placing goods in appropriate rooms as directed by owner, un-servicing appliances, assembly of any disassembled articles and removing shipping container, barrels, boxes/crates and debris from owners residence and drayage of empty containers to contractors or Government facility. PLACE OF PERFORMANCE: The contractor shall perform services within the following defined areas: AREA 1 includes the following cities in Kern County: Edwards AFB, Boron, North Edwards, California City, Cantil, Mojave, Tehachapi, Stallion Springs, Bear Valley, Golden Hills, and Rosamond. Also included are the following cities in Los Angeles County:Lancaster, Quartz Hill, Palmdale, Littlerock, High Vista, Lake Elizabeth, Lake Hughes, Lake Los Angeles, Leona Valley, Llano, Pearblossom, Wilsona, and Acton. AREA 2 includes all other areas of Kern County with the exceptions listed above for AREA 1 and the Naval Weapons Center, China Lake, and Ridgecrest, including a 25 mile radius thereof. This is a 100% set-aside for small business. The North American Industries Classification System (NAICS) is 488991 and the small business size standard is $23.5M annually in average gross revenue taken for the last three fiscal years. It is anticipated that a requirements type contract will be awarded for a basic performance period beginning 1 January 2007 through 31 December 2007 with an additional 4 (four) one-year option periods. Contractors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government.
