- The Federal Highway Administration through the Federal Lands Highway (FLH) is updating its guidelines, details, and specifications for implementing erosion and sediment control measures for use on roadway construction projects. The effort is being lead by Central Federal Lands Highway Division (CFLHD) to benefit the entire FLH organization. Under this effort, the selected firm will recommend state-of-the-practice technical direction and best management practices in the following areas: 1. Development of erosion and sediment control management plans; 2. Selection and design of erosion and sediment control measures; 3. Installation, construction, and inspection of designed treatments; and 4. Evaluation of the latest and most effective erosion and sediment control products which have recently come on the market, and provide technical recommendations, details, specifications, and cost estimates for their application on FLH roadway construction projects. This effort includes 6 tasks with deliverables: Task A ? Prepare an operating plan Task B ? Review existing information and provide recommendations Task C ? Conduct personnel interviews Task D ? Conduct a literature search and scan Task E ? Update publications and provide recommendations Task F ? Option Item - Prepare and conduct a technical presentation The entire statement of work (SOW) in included under Solicitation in this announcement. This procurement is being solicited on an unrestricted basis. This procurement is advertised under NAICS Code 541330 with a small business size standard of $4.5 million, but is not restricted to licensed, registered, or certified A-E firms. The Brooks Act and FAR Part 36 are not applicable to this procurement. This proposal is a request for qualifications and pricing and selection will be based on best value using the trade-off process defined in FAR Part 15. Technical and past performance evaluation factors, when combined, are significantly more important than price. Estimated project range is between $100,000.00 and $120,000.00. This solicitation is issued via the internet through FedBizOpps and the CFLHD web page at http://www.cflhd.gov/procurement/ Other Procurement. Offerors are responsible to check one of these sites for any posted changes to this solicitation. Offerors are required to register with Central Contractor Registration (CCR) to receive a government contract award. Register in CCR at http://www.ccr.gov/ . Firms desiring to be considered must submit 4 sets of documents that address the evaluation factors listed in Section M, of the request for proposal.
