- Description
- The Government intends to award a noncompetitive purchase order using simplified acquisition procedures authorized by FAR Part 13 for a video spectral comparator, model VSC5000, related computer/peripherals, and on-site assembly, installation, and training, from Foster & Freeman Ltd. to be donated for use by the government of Panama under part of the Department's international narcotics and law enforcement program. The Department requires a machine of the latest technology capable of detailed examination of questioned documents, including heavy analysis of latent writings, ink analysis, connection of accessories, passport codification, available technical support, and video output. This notice is not a request for competitive quotations; this acquisition will be processed using the authority in FAR 13.106-1(b). See note 22 with the exception that the time period for receipt of quotations for consideration is 5 days instead of 45 days. Solicitation is not available at this time. Information received will be considered solely for the purpose of determining whether to change the acquisition strategy.
