Description
The National Heart, Lung, and Blood Institute (NHLBI) Division of Extramural Research Activities (DERA) has a requirement for the National Institute of Dental and Craniofacial Research (NIDCR) of the National Institutes of Health (NIH) to negotiate and award a purchase order to supply dry ice to the NIDCR for the period November 2006 through November 2007. The dry ice shall be supplied in 1/4 inch nuggets. Delivery shall be made to Building 30, twice a week, usually on Mondays and Thursdays and as requested either electronically (email) or by telephone from a designated NIH, NIDCR staff. The average delivery consists of six (6) or seven (7) hundred pounds (or whatever is needed to top off the bins) for a total quantity of approximately 1400 pounds each week. Inside delivery is required and each delivery will be distributed among the five (5) individual bins located through out Building 30. The initial period of performance is twelve (12) months beginning November 2006 through November 2007. The Government may require the delivery of the dry ice in accordance with the specifications herein as option items. The Government may extend the terms of this contract for four (4) successive twelve (12) month option periods. The options periods are : (1) November 2007 through November 2008. (2) November 2008 through November 2009. (3) November 2009 through November 2010. (4) November 2010 through November 2011. The award will be made based on the following technical evaluation criteria: 1) Responsiveness of the proposal based on the Government requirements as set forth in this solicitation. 2) The ability to demonstrate capacity and flexibility of the offeror to provide the product as specified herein. 3) Demonstrate success past performance in previous similar requirements on other contracts with NIH. Three (3) references of successful past performance are required. This acquisition is being conducted under simplified acquisition procedures, in accordance with Federal Acquisition Regulations, Part 13BSimplified Acquisition Procedures. This requirement is classified under the North American Industry Classification System (NAICS) code 325120, size standard 1000 employees. This requirement is a total set-aside for small businesses. Proposals are due on November 3, 2006 at 9:00 a.m., Eastern Time. The award will be made based on the lowest price, technically acceptable proposal meeting the Government=s requirements as specified herein. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore the initial offer should contain the offeror=s best terms from a technical and price standpoint. However the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers and/or waive informalities and minor irregularities in offers received. The offeror must include a cost proposal per pound for the base twelve (12) month period and the four (4) successive twelve (12) month option periods. The proposal must also include a statement of how the deliveries will be completed, the prompt payment discount terms, the Offeror= Dun and Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN) and the certification of business size of the company. The Offeror must also register in the Government=s Contractor Registry System at www.ccr.gov.
