- The Federal Bureau of Prisons is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services within Detroit, MI, defined as follows: The contractor shall be located within three city blocks or reasonable walking distance identified by the location where the federal offenders are housed. Local bus transportation that provides direct service for the drug abuse treatment services for male Federal offenders is acceptable. The location of the housing facility is 15380 Monica Street, Detroit, MI, 48238. Performance periods under this contract will be for a one-year base period to begin on January 1, 2007 with one (1) one-year option period, with service ending (if the option year is renewed) on December 31, 2008. The services required for this contract include: Base Year: Estimated number of inmates 30: Intake Assessments (one per inmate) for 2 inmates = 2 assessments; Individual Counseling Sessions ( 30 minutes = 1 unit), 48 units (per inmate) x 30 = 1,440 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 30 = 2,160; Mental Health Intake Assessment and Report (one assessment and report per inmate) = 2 Assessment and Report; Medication Monitoring, 2 units per inmate for 2 inmates = 4 units. Option Year One: Estimated Number of Inmates 31: Intake Assessments (one per inmate) for 2 inmates = 2 assessments; Individual Counseling Sessions (30 minutes = 1 unit) 48 units (per inmate) x 31 = 1,488 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 31 = 2,232 units; Mental Health Intake Assessment and Report (one assessment and report per inmate = 2 Assessment and Report; Medication Monitoring, 2 units per inmate for 2 inmates = 4 units. Note: Mental Health Intake Assessments and Reports & Medication Monitoring may be subcontracted out. The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated October 2005. The request for quotation will be available on or after November 1,2006 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about November 22, 2006. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is 100% set-aside for small business concerns. The BOP anticipates awarding a firm-fixed price contract. All responsible businesses may submit a quote which will be considered by this agency.
