- The Naval Surface Warfare Center Panama City intends to issue a sole source purchase order to National Technical Systems (NTS), 1701 E. Plano Parkway, Suite 150, Plano, Texas, to provide Carriage, Stream, Tow and Recovery System (CSTRS) environmental testing support. CSTRS is designed to interface Organic Airborne Mine Countermeasures (OAMCM) sensor/weapons to the MH-60S aircraft in performing mine detection and neutralization. CSTRS provides an interface and physical connection between the MH-60S Aircraft and the Airborne Mine Countermeasures Sensor systems for performance of the Airborne Mine Countermeasures (AMCM) mission from an MH-60S aircraft. This procurement is sole source for the following reasons. Under this effort, NTS will conduct an array of CSTRS environmental testing including: Vibration, Shock, Bench Handling, Temperature, Temperature Shock, Altitude, Waterproofness, Icing, Humidity, Sand and Dust, Explosive Atmosphere, and EMI. These tests require! a myriad of expansive test facilities and experienced test personnel. Due to the size, weight, footprint, and operating environment of the CSTRS system, NTS is the only company that can complete all of the required environmental testing. Use of multiple companies to complete the various parts of the environmental testing may introduce new or change existing parameters that may be harmful to the CSTRS system. Therefore, it is imperative that the task is awarded to NTS to complete all of the CSTRS environmental testing. NAICS Code is 541380, FSC Code is H215, SBA size standard is $11.0M.
