- The Naval Surface Warfare Center Panama City, Florida intends to issue a sole source contract to WS Darley and Company for the procurement of 800 each mufflers for the P-100 Pump, p/n 1220901. The P-100 pump is a critical piece of firefighter?s damage control equipment. The P-100 pump is used aboard U.S. Navy ships during de-watering to prevent massive loss of lives. The P-100 pump is also used aboard U.S. Navy ships to provide high-pressure water for damage control/fire fighting equipment. Without the high-pressure water, small easily contained fires can escalate and become catastrophic to U.S. Navy Ships. This procurement is sole source for the following reasons. NAVSEA Certification for damage control equipment consists of a strenuous review of both the equipment (including technical documentation, engineering drawings, material use, etc.) and the manufacturer (including manufacturing processes, cleaning procedures, quality assurance, etc.). The P-100 pump manufactured by WS Darley and Company is the only pump approved for use with Shipboard Firefighters/Damage Control Equipment. Therefore WS Darley and Company is the only company that can accurately manufacture the mufflers for the P-100 pump. A firm-fixed-price contract is anticipated. Award will be based on the written proposal. Delivery will be to the Naval Support Activity-Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. Anticipated award date will be on or about December 19, 2006. NAICS Code 333911 applies. FSC is 4320. SBA Size Standard is 500 Employees. Note 22 applies.
