Description
Naval Facilities Engineering Service Center (NFESC) has been tasked to manage the Navy oil spill response compliance certification courses, to Navy civilian and military personnel. This is to certify students as First Responder Operations Level personnel for all Facility Response Teams (FRT) in the Navy and Marine Corps for the Naval Occupational Safety and Health, and Environmental Training Center (NAVOSHENVTRACEN). Courses are designed to teach oil spill response management techniques and the deployment, operation, and maintenance of a variety of oil spill response systems & equipment. Certification and training includes classroom, field instruction, with emphasis on hands-on use of equipment, and oil spill response exercises. Compliance certification and training shall be in accordance with oil spill booming and response strategies contained in the activity?s FRP and United States Coast Guard (USCG) Area Contingency Plans. A single award indefinite-delivery, indefinite-quantity, fixed price type contracts for a base year with a four one-year options will be used. This procurement is 100% SET-ASIDE for SMALL BUSINESS. The North American Industry Classification System (NAICS) code 541620 for Engineering Services with a size standard of $6.5M applies. The solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and amendments thereto will be posted on the Naval Facilities Engineering Commands (NAVFAC) E-Solicitation (ESOL) website at http:///www.esol.navfac.navy.mil. The Solicitation will be available for review on the website on or around November 1, 2006, the closing date will be thirty days after posting. It shall be the contractors responsibility to check the website for any amendments. Qualified parties are required to register for the solicitation at the NAVFAC E-Solicitation website. The Contractor is required to register with the Department of Defense (DOD) Central Contractor Register (CCR).
