Description
This is not a Request for Proposal. The purpose of this request for information is to identify small companies with the resources and capabilities to support this requirement. This Sources Sought/Market Research shall not be construed as a Request f or Proposal. The Government does not intend to award a contract from the results of this Sources Sought Notice. The North Atlantic Industry Classification Code for this requirement is 541810 and the Small Business Size is $6.5M. Please identify yourself as a Small Business; Service-Disabled Veteran-Owned Small Business, Hub Zone Small Business. Small Disadvantaged Business, or Woman Owned Small Business concern. The Army Contracting Agency (ACA) Contracting Center of Excellence (CCE) on behalf of the Defense Human Resources Activity (DHRA), Joint Advertising Marketing Research Studies (JAMRS), is conducting a market survey in accordance with the Federal Acquisiti on Regulation (FAR)10.001 to determine the extent of small business capabilities in performing the requirement for procuring services for a full-service marketing communications agency to support its mission of providing corporate branding, marketing and c ommunications (including research, advertising, direct marketing, database marketing, interactive marketing, broadcast (TV and radio) and public relations) that complements and supports each of the Military Services (i.e., Army, Navy, Marine Corps, Air Fo rce, Coast GuardActive, Guard and Reserve) recruiting and retention programs. All small businesses are invited at no cost to the Government, to provide technical information for a capability evaluation. The proposed period of performance will be for a base year of twelve months and four one-year option periods. Capability statemen ts should include the following: Describe your overall integrated branding, marketing and communications capabilities and resources. Indicate the number of staff you currently employ that are fully dedicated to each of the following marketing communications disciplines: account planning/ research, creative advertising, media planning, media buying, interactive advertising, web site design and maintenance, public relations, and direct marketing. Describe your ability to manage a national integrated marketing program of similar size and scope to the draft PWS. Provide a review of your direct marketing capabilities and the tools/resources you employ for identifying, qualifying and tracking leads; database marketing and management; fulfillment services; and direct marketing copy and media testing. Provide a review of your public relations capabilities and the tools/resources you employ for consumer outreach programs, crisis management, media relations and media training. Provide a review of your interactive and web capabilities and the tools/resources you employ for interactive advertising and lead generation, search engine marketing and optimization, web design and usability testing, and review/evaluation of new interacti ve media. Provide a review of your account planning (account planning/research, creative advertising, media planning, media buying, interactive advertising, web site design and maintenance, public relations, and direct marketing) and strategic planning/market resear ch capabilities and the tools/resources you employ for coordinating account team functions, interpreting and using qualitative and quantitative research and sharing and integrating research findings with the appropriate agency personnel. Show that you have adequate capital and sufficient cash flow to carry government accounts receivable for at least 90 calendar days dated from government receipt of a proper invoice.
