- NOTE: This is Not a Solicitation. Firms interested in receiving the solicitation will still be required to monitor the FEDBIZOPS for the posting. The Directorate of Contracting at Ft Sam Houston, Texas is currently conducting Market Research on Business firm's capability and interest for the upcoming project at FT Irwin, CA for Desert Tortoise Monitoring, Research, and Translocation. The service providers will locate and translocate Desert Tortoise within the designated area (by June 2007), attach radio transmitter, Blood test for diseases, Monitor and provide research hypotheses on a variety of topics related to Desert Tortoise. The anticipated annual magnitude of this requirement is over $2.0 Mil. No Request for Proposal is available for competitive bidding at this time. The purpose of this Sources Sought Notice is for market research of the small business community. A determination by the Government as to how to compete the proposed requirement will be made based upon responses to this notice and is solely within the disc retion of the Government. The Government does not intend to award a contract based on this Sources Sought Notice, the responses received, or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by th e Government will arise as a result of submission of responses to this Sources Sought Notice and the Governments use of such information. Respondents to this Sources Sought Notice may be requested to provide additional information/details on their initial submittals. This notice is not a request for competitive proposals. Applicable NAICS Code is 813312 with a size standard of $6.5 Million. Request all responsible sources respond by submitting the following: 1) company name, point of contact, telephone number, fax number, email address, DUNS number, and CAGE code; 2) Small Business Certification, if applicable; 3) a statement of interest in working at Ft Irwin, California; 4) a written narrative Statement of C apability including detailed technical information and any other technical informational literature demonstrating the ability to meet the above requirements; 5) past performance on Government contract(s) of similar size and scope; and 6) the length of any Government contract(s) held. The responses must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. No telephone requests will be honored. No requests for capability briefings will be honored and no capabil ity briefings will be allowed as a result of this Sources Sought Notice.
