- Description
- The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division intends to acquire services that will support Bureau of Naval Personnel, Navy Personnel Research, Studies and Technology (NPRST) Division. Work will be performed at NPRST in Millington, TN. This contract will provide NPRST the services of undergraduate and graduate students, post doctoral fellows, and professors to provide short term technical support research analysis, and consultant support to government research and development activities. The contractor shall provide responsible technical and analytical support in the disciplines of behavioral and social sciences (i.e. Industrial/Organization Psychology, Sociology, etc.), business management sciences, mathematics, statistics, engineering, computer sciences, economics, and operations research. Grade point average shall meet the University minimum standards although a 3.0 or above grade point average is preferred. Specific task will be identified in task orders issued for specified scientific research projects. The estimated man-hours are 43,600 per year with a total estimate of 218,000 man-hours for the life of the contract, if all options are exercised. The period of performance will be for a 12-month base period with four 12-month option periods. The anticipated start date for these services is 18 Oct 2006. An Indefinite Deliver/Indefinite Quantity Labor hour contract is anticipated. The applicable NAICS code is 541720. The solicitation will require the submission of cost/price and technical proposals. The Navy’s evaluation of proposals will consider the offeror’s technical proposal more important than the offeror’s price proposal. All responsible sources may submit a proposal, which will be considered by FISC Norfolk, Philadelphia Division. Upon its release the solicitation will be issued electronically and will be posted at Navy Electronic Commerce OnLine and can be found at www.neco.navy.mil. It is anticipated that the solicitation will be released o/a 22 May 2006. The closing date for the receipt of offers will be set forth in the RFP. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions.
