Description
The Air Force desires to acquire through full and open competition, in support of the Defense Commissary Agency (DeCA), the maintenance and repair of refrigeration and HVAC systems in 6 military commissaries located in the United Kingdom as follows. RAF Alconbury, RAF Croughton, RAF Fairford, RAF Lakenheath, RAF Mildenhall, and RAF Menwith Hill. These commissaries are located throughout the United Kingdom. The Contractor shall provide all labor, tools, equipment, supervision, and transportation necessary to provide complete periodic preventive maintenance (PPM) alteration or repair services as required for Commissary Refrigeration and Heating, Ventilation and Air Conditioning (HVAC) systems located at various United States Defense Commissary Agency (DeCA) facilities in the United Kingdom. The commissary refrigeration and HVAC systems at each installation shall be operated at their peak efficiency, with the lowest possible head pressure, highest possible suction pressure, minimum temperature-terminated defrost times and all energy saving features. The Contractor shall perform required maintenance at monthly, quarterly, or annual frequencies in accordance with standard commercial practices and in accordance with the Maintenance Schedule provided in the Quality Control Plan submitted by the Contractor and approved by the Government Contracting Officer (CO). The Contractor shall perform all checks, tests, replacements, alterations and calibrations under this Contract to operate the refrigeration and HVAC system(s) at its most energy efficient level while maintaining display case (cabinet) entering air temperatures, walk-in storage room temperatures, and reach-in storage box temperatures as recommended by the equipment manufacturer. PPM and emergency repair service shall be performed on the existing HVAC and refrigeration systems. Must meet all local and national requirements. The period of performance will commence 1 October 2006 through 30 September 2007 for the base year, with 4 Option Years. NAICS Code 811310 applies.
